According to our correspondent (reporter Yuhong Guo, correspondent Ming Ma and Donghong Wu), a villager was caught severely overloading his vehicle, and his uncle, as the village's party secretary, not only refused to cooperate with law enforcement but also incited a mob that resulted in three road administration inspectors being beaten and injured. On December 29th, it was reported that the village secretary Chai was approved for arrest by the procuratorate on suspicion of obstructing official duties.

On November 22nd, 2011 at around 5 PM, the road administration inspectors from Minle County’s Transportation Bureau were checking overloaded vehicles in Liudam Town when they discovered a severely overloaded dump truck. Upon hearing the news, the operator's uncle, Chai, rushed to the scene to plead for leniency but was refused. Despite being the village branch secretary, Chai then gathered more than twenty villagers to surround, insult, and beat up four inspectors, causing injury to three of them. After bystanders reported the incident, the Minle County Public Security Bureau quickly sent officers to investigate and handle the situation. Recently, the Minle County Procuratorate made an arrest decision against Chai and four others on suspicion of obstructing official duties.
