At around 5 PM on November 22nd, 2011, road administration inspectors from the Minle County Transportation Bureau were investigating overloaded vehicles in Liuda Town when they found a severely overloaded dump truck. After hearing the news, the uncle of the operator, Chai, rushed to the scene to intercede but was refused. Despite being the secretary of the village party branch, Chai gathered more than 20 villagers to surround, insult, and beat four inspectors, resulting in three of them getting injured. After the surrounding crowd reported the incident, the Minle County Public Security Bureau quickly dispatched personnel to investigate and handle the case.
