The domain name registered with the Fujian Network (www.onfj.com) is "Fujian Crystal Home Network," with its registration location in Jiangsu, server in Xiangyang, Hubei, but contact address in Quanzhou, Fujian. It was also discovered that the website does not have the qualifications to publish news or place advertisements.
Netizen revelations: Negative deletion fees at 1000 yuan per item
The reporter's investigation found that this web post was first published by the netizen "Neighborhood People" at 12:58 PM yesterday on a forum, then reprinted by major forum websites, sparking a large number of views and comments from netizens.
The netizen "Neighborhood People" posted five pictures in total. The first three were screenshots of the Exposé column of Fujian Network, showing "a large amount of negative information about governments and enterprises from various places." The last two were QQ chat screenshots between the netizen "Old Tree Root" and "Fujian Online," showing that "enterprises need to fill out the 'Fujian Network Online News Deletion Form' to shield negative information, priced at 1000 yuan per item or more."
Yesterday afternoon, the reporter logged onto Fujian Network, and just as the netizens said, the Exposé column published a large amount of negative information about governments and enterprises from various places, averaging over 40 posts per day, but none of these involved Fujian Province. The reporter also found that Fujian Network did not publish filing information, news information service licenses, business operation licenses, etc., but the website still contained a large amount of news content and many advertisements.
Subsequently, the reporter found that the filing location of Fujian Network was in Jiangsu, with the filing/license number being "Su ICP Record No. 11088704". The website name was "Fujian Crystal Home Network," the nature of the hosting unit was "personal," the website manager was "Tan Bojun," and the approval date was "December 21, 2011." Its server was located in "Xiangyang, Hubei," but the telephone number and address published on the website were both in "Quanzhou, Fujian."
The reporter's investigation revealed that the charges were for "verification fees"
Yesterday afternoon, the reporter contacted the website manager of Fujian Network under the guise of a "public relations director of a Guangzhou enterprise." The manager confirmed to the reporter that Fujian Network is a personal website, filed in Jiangsu, and indeed does not have the qualifications to publish news or place advertisements. However, contrary to the reporter's findings, the manager claimed that Fujian Network's server was located in Sichuan.
The manager told the reporter that Fujian Network, as a personal website, is somewhat similar to a personal blog site. Although it lacks the qualifications to publish news or place advertisements, the news published on the site is all reprinted from legitimate media outlets, and the advertisements placed are all related to their own ads, relying on "the self-discipline of the website." He believed that "there is nothing wrong with doing so."
Regarding the "large amount of negative information about governments and enterprises" published by Fujian Network, the manager introduced that "some were posted by netizens, most were reprinted by Fujian Network editors from other websites."
When asked how to delete negative enterprise information, the manager explained that "it can be deleted through letters issued by the Fujian Provincial Propaganda Department, the Fujian Provincial Government News Office, or the Quanzhou Municipal Propaganda Department. In addition, there are two channels for deletion: one is filling out the 'Fujian Network Online News Deletion Form,' which can block the entire matter, costing 1000 yuan per item; the other is deleting only the current news page, costing 500 yuan per article, but no invoices will be provided."

Official response: The website's behavior is seriously in violation

A police officer surnamed Yang confirmed that the server access point of Fujian Network was in "Xiangyang, Hubei," and the filing location was in "Jiangsu." The officer introduced that according to the principle of territorial management, Fujian Network is not within the jurisdiction of the Quanzhou police, but promised to report the matter to higher-level public security organs.
Subsequently, the reporter called the Internet Division of the Quanzhou Municipal Propaganda Department. A division head surnamed Hong told the reporter that "we have never heard of this Fujian Network, and similarly, according to the principle of territorial management, the Quanzhou Municipal Propaganda Department has no authority to manage it." Latest situation: The Exposé column cannot be opened
At around 17:00 yesterday, the reporter again logged onto Fujian Network and found that the Exposé column could no longer be opened, with the page displaying the message "no permission to view."
Subsequently, the reporter called the website manager of Fujian Network, who avoided explaining why the "Exposé column could not be opened." He told the reporter that most of the content in the Exposé column was reprinted from other websites, mainly from Tianya Forum. If an enterprise reports the existence of "malicious attack information," Fujian Network will promptly delete it because "enterprises are also victims."
However, the manager also indicated that sometimes journalists from Fujian Network need to visit enterprises for interviews to verify the authenticity of reported information, which requires enterprises to cover some "travel expenses."
