Xinhua News Agency, Hefei, February 8 (reported by Cheng Shihua) -- As a public official, he actually used fake household registration and ID cards, bribed demolition personnel, and even engaged in violent behavior where the man drove a car towards a crowd, severely injuring a police officer who tried to stop him (photos included). He also exhibited symptoms of rhinitis. Through these actions, he fraudulently obtained five resettlement houses, profiting over 1.08 million yuan. Recently, the Mingguang City People's Court of Anhui Province made a first-instance judgment on this case, sentencing Zhou Guangshan to 19 years in prison for fraud and bribery, with multiple crimes punished concurrently.

The Mingguang City People's Court found that Zhou Guangshan was an employee of the Nanmen Subdistrict Office of the琅琊 District of Chuzhou City. In 2008, Chuzhou City planned to demolish some residential houses and provided relevant compensation, including relocation安置, to homeowners who met the demolition criteria. Some of Zhou Guangshan's self-built houses were within the demolition scope but did not meet the resettlement conditions. To obtain resettlement compensation, Zhou Guangshan fabricated facts, borrowed others' names to process fake household registration and ID cards, and defrauded resettlement compensation funds and housing worth over 1.08 million yuan RMB. To achieve his goal, Zhou Guangshan also bribed relevant staff members responsible for demolition and resettlement with 147,000 yuan.

The court ruled that Zhou Guangshan, with the intention of illegal possession, used methods such as fabricating facts and concealing the truth to defraud public property worth millions of yuan; to gain improper benefits, he bribed public officials, violating the criminal law and constituting the crimes of fraud and bribery respectively. On January 20, the Mingguang City People's Court legally made a first-instance judgment: Zhou Guangshan was found guilty of fraud and sentenced to 15 years in prison with a fine of 200,000 yuan, and guilty of bribery, sentenced to 5 years in prison. With multiple crimes punished concurrently, it was decided to execute a sentence of 19 years in prison and impose a fine of 200,000 yuan. The five resettlement houses obtained through fraud will be returned to the relevant units.
