Effectively regulate the operation and management of special funds Leaders, comrades: Autonomous Prefecture Bureau of Civil Affairs party secretary, I am deeply aware of this great responsibility, because the Bureau of Civil Affairs is more importantly responsible for conscientiously implementing the Party and government policies. Earnestly implementing the measures of discipline inspection departments (ICAC) is my sacred duty. In the past few years, the civil affairs bureau party group has closely integrated with actual conditions and current situations, including strengthening the quality of the image externally, laying a solid foundation, treating the symptoms by establishing a sound system, strengthening responsibility and working hard, and always regarding honest governance as part of party building and power construction. This has been incorporated into the target management responsibility of leading groups, closely integrating civilian operations with the construction of spiritual civilization, and always putting the management, use, inspection, and supervision of special funds as my main focus. The party group and cadres of the entire civil affairs department have made joint efforts. The accountability and self-discipline of leading cadres in building a clean government have achieved good results in implementing urban subsistence allowances, which have increasingly been standardized. The management of special funds has gradually improved, establishing a good image for the Home. The Bureau has been rated by the state party committee, government, JiJianWei with numerous honorary titles. The units learn the pragmatic style of the state, and the management of special funds has received full recognition from the regional Department of Civil Affairs.

Minimal needs funds and special funds profile: Guaranteeing funds: As of September, a total of 10.27 million yuan of city and county guaranteeing funds have been allocated. Chonju enjoys the urban minimum living protection for 8455 households, totaling 20,636 people, of which: Atushi City has 6227 households with 2.65 million yuan, Akto County has 5921 households with 340 million yuan, Wuqia County has 6398 people with 284 million yuan, Ahe Qi County has 1991 people with 1.3 million yuan, and 99 stud farms with 8 million yuan. The per capita monthly security grants amount to 66.6 yuan.

Disaster relief funds: As of September, a total of 2.7 million yuan has been allocated.

Starlight Plan project funds: In 2004, the third installment of the Star project funds amounted to 1.3 million yuan and has been allocated to counties and cities, with 45 million yuan, of which: Akto County and Wuqia County each received 45 million yuan, and Akqi County received 40 million yuan.

Second, the current situation and difficulties in managing subsistence allowances and special funds:

Urban residents’ minimum living guarantee, Star plans, and disaster relief policies are an important part of the social security system and an important way to protect the lives of the urban poor through the system, reflecting the superiority of the social system and serving the people wholeheartedly. However, as the civil affairs department specifically manages and operates these programs, the difficulties increase, especially in regions with lagging economies where the majority of the population faces difficulty, further increasing the challenges in various aspects of local matching funds not being guaranteed.

The specific performance of ensuring work includes more than five issues:

1. Applicants for subsistence allowances who are not satisfied criticize more.

2. Staff going door-to-door face hardships.

3. Thorough investigations of low-income households lead to mutual competition.

4. Staff criticized by both leadership and the masses.

5. First-line operators have grievances.

Four areas that are not in place:

1. Counties and streets, neighborhood committees first, staffing is not in place.

2. Head funding is not secured.

3. Infrastructure is lacking.

4. Wages are insufficient.

Three difficulties:

1. Low staff required to conduct weekly, monthly, and quarterly home visits with limited transportation, making it difficult to go on.

2. Interference from various relationships makes checks difficult.

3. Understanding the work of the masses is difficult.

Two kinds of relationships:

1. Human relationships from friends and relatives.

2. Greetings from leaders at all levels, approved article relationships.

One dissatisfaction:

A lot of work, often without the leadership's recognition and understanding of the masses.

Management strategies and measures:

The party group's great importance is the key. Resistance and difficulties in problems for the management of subsistence allowances and special funds come from all aspects. The civil affairs bureau party group has conducted five case studies and held several coordination hearings over the past two years, conducting dozens of in-depth research sessions in counties, cities, streets, and neighborhoods. Only in 2003, the household survey in Atushi City lasted more than 80 days, resulting in three files and eight communications to the District Office, Autonomous Prefecture party committee, National People’s Congress, government, and Ji Jianwei. Two thematic reports were submitted on guaranteeing working conditions; checks on low-income households amounted to 3755 households, totaling 11,202 checks.
