This serves the economy and stabilizes society. The following is a report on the environmental petition work of the Bureau in 2005:

1. Strengthening the leadership of environmental petition work and enhancing the investigation and handling capacity of environmental petitions to reflect the voice of the people. The good or bad handling of petitions directly relates to the image of the environmental protection department among the people.

- First, our bureau established the number one person responsible, specifically dealing with overall responsibility, leading the work of handling letters and visits into the main agenda, studying and solving major problems encountered in the petition work, guiding the work of handling letters and visits.

Reduce environmental impact assessment charges, establish the Center for Environmental Assessment, expert database of project approval, provide technical services for free to enterprises, and encourage pollution control facilities through reduced sewage charges.

4. Increase the supervision and management of old sources of pollution, clean up resolutely banned enterprises that illegally discharge pollutants. Conduct special actions to protect public health and the environment for three consecutive years since 2003. Control high energy-consuming industries, especially ferroalloy and calcium carbide production enterprises. Implement specific measures at specific stages to achieve prevention-based preventive measures.

5. Strict law enforcement, apply to the court to enforce administrative penalty cases where environmental laws fail to be fulfilled. Address the environmental hotspots and difficult problems that concern the masses in economic development, promoting social progress while bringing unavoidable environmental issues.

6. In the process of closing coking enterprises, timely feedback to higher authorities and cooperate with relevant departments to do ideological work of the owners and employees. Start emergency plans to handle unexpected incidents, coordinate police, court, procuratorate, armed police, fire departments, issue notices through media, and complete tasks required by the inspection teams.
