Low-income Allowance Fugitive Listed on Disclosure List

"That day I went to submit my low-income allowance re-review materials, and I found that Zhang Renze's low-income allowance materials were also there, and they had already passed the re-review. Notably, according to this document, Zhang Renze, who had been listed as an online fugitive since June 2010, appeared multiple times on this archive. First, Zhang Renze "registered for job seeking at ×× unit on June 9, 2011"; subsequently, it recorded that Zhang Renze was recommended for work multiple times on April 8, 2011, and May 10, 2011, and each time ended with "recommendation failure."

"Since this is a public notice, if there are issues, they can be reported." Victim Zhang Qiang immediately found the Wujiacun No. 10 Courtyard Neighborhood Committee after seeing the list, and reported to the staff that Zhang Renze was a fugitive and his low-income allowance should be revoked.

On April 18, 2010, Zhang Qiang was doing business at the entrance of his residential area when Zhang Renze, who lived upstairs, got drunk and stabbed him in the face without provocation, also deafening one of his ears.

The informant is named Zhang Qiang, who lives in Wujiacun No. 10 Courtyard, Yangfangdian Street, Haidian District, Beijing. When Zhang Qiang first met the reporter, a two-centimeter-long scar on his face caught the reporter's attention.

Escaping for 18 Months, Passing Review, and Receiving Low-Income Allowance

Seeing that Zhang Renze, who injured him and fled, was still receiving low-income allowances, Zhang Qiang was quite surprised and came to the neighborhood committee again to report the situation, and he called Officer Fu Peifeng from the police station again.

"Zhang Renze is a fugitive, where has he escaped to? Does he have a job? How much income does he have? Has he exceeded the standard for receiving low-income allowances? All these questions have not been resolved, how can the low-income allowance continue to be distributed?" Zhang Ping said, "This fully shows that some neighborhood committees and street office staff are neglecting their duties. And the document showing that he was recommended for work during his escape further proves how serious their neglect of duty is!"

Drunk Violence Leading to Online Warrant

When asked whether Zhang Renze was receiving low-income allowances, Officer Fu sighed helplessly, "That (low-income allowance) is issued by the street office, it cannot be canceled. Without capturing the person, the street office will not cancel it."

"There is no way, the low-income allowance is not under the jurisdiction of the public security department, so even though I know they are giving low-income allowances to fugitives, there is nothing I can do," Officer Fu said.

"We reported Zhang Renze's receipt of low-income allowances to the Civil Affairs Department of the street office, and we directly reported it to the head of the Civil Affairs Department in charge of low-income allowances, Wang Tieying (phonetic), but whether she reported it upward, we do not know," the neighborhood committee staff said.

After the incident, Zhang Qiang was arranged by the police to undergo an injury assessment, and the results showed that Zhang Qiang had not only been cut on the face but also had a perforated eardrum due to external force, causing severe hearing loss. Ultimately, Zhang Qiang's injuries were assessed as minor injuries by the forensic doctor.

The reporter then contacted Officer Fu Peifeng from the Yangfangdian Police Station to verify Zhang Renze's situation.
