Encouraging entrepreneurship and developing the private economy are the ways to strengthen the city, enrich the people, establish industries, and consolidate the foundation. Standing at a new starting point and achieving new leaps, we must implement the "People's Entrepreneurship" project, fully mobilize the enthusiasm of the masses for entrepreneurship, and enable more people to increase their property income through self-employment, hard work, and lawful business.

Encouraging entrepreneurship is a universally valued issue both domestically and internationally. In the 1980s, the UK launched the "Youth Entrepreneurship Program," encouraging unemployed youth to transition into independent entrepreneurship. Now, one out of every eight workers in the UK is an independent entrepreneur. According to statistics, in developed countries, there is an average of one small business for every 20 people. In Qingdao and Wenzhou, there is one business for every 27 people, in Shanghai for every 18 people, and in Beijing for every 13 people. Currently, in our city, there is one individual or private enterprise for every 35 people. Compared with advanced regions, our city's private economy lags significantly in terms of the number of enterprises, employees, enterprise scale, and tax contributions. Facing fierce competition nationwide, we must further promote an entrepreneurial culture and optimize the entrepreneurial environment, unleashing the potential of the masses for wealth and innovation, effectively utilizing accumulated social capital and various resources, and transforming Weihai into a fertile ground for entrepreneurship where all elements gather and all vitality bursts forth.

Exploring the reasons for the gap between us and advanced regions in the development of the private economy, policy measures are an important aspect. Wenzhou has been bold and flexible in promoting the development of the private economy, encouraging entrepreneurship and allowing exploration, providing entrepreneurs with broad development space. China's first "Individual Business License," its first unrestricted private financial group, its first collectively funded airport, its first shareholding railway, and its first farmers' city all originated from Wenzhou. All levels and departments should seriously reflect on advanced regional experiences: have we truly valued the private economy, have our support policies played their due role; which preferential policies do others have that we don't, can we quickly improve them; how well have our policies encouraging and supporting public entrepreneurship been implemented, does the "middle obstruction" phenomenon exist. We should scientifically grasp policies, as long as national laws and policies do not prohibit it, anyone can do it; as long as the state allows the private economy to enter an industry or field, anyone can enter; as long as market access conditions or operating standards are met, we should promptly process the application procedures for applicants. We should further enrich and improve existing policies, open what needs to be opened, give what needs to be given, accelerate the transformation from cadre economy to mass economy, and truly make the masses the main body in creating social wealth.

Currently, backward ideas remain the biggest obstacle to public entrepreneurship. Influenced by traditional culture, some people remain content with the status quo, satisfied with modest wealth, unwilling to take risks, and uninterested in working hard for entrepreneurship; some want to start businesses and get rich, but lacking confidence, they observe more than act, think more than do; others aim too high, unable to earn large amounts of money and unwilling to earn small amounts, even idling away their time doing nothing. To drive universal entrepreneurship, we must change this stagnant phenomenon where people don't want to be bosses, dare not venture into markets, and refuse to create great ventures. We should learn from the pioneering spirit of Wenzhou people who "travel across thousands of mountains and rivers, endure countless hardships, try every possible means, and fear no difficulties or dangers," and the innovative spirit of "being able to take risks others dare not, endure hardships others cannot, and make money others disdain." We should strive to create a social atmosphere where people aspire to, dare to, and are capable of entrepreneurship.

Practice has proven that leading by example is an effective way to promote popular entrepreneurship. In recent years, our city has seen the emergence of a large number of distinctive star enterprises and model individuals for getting rich in the development of the private economy, such as Huaxia. All levels should carefully summarize and promote these advanced examples of entrepreneurial prosperity, guiding farmers to step out of the fields, become brokers, engage in trade, run factories, and venture into markets; encouraging cadres to step out of government compounds, start businesses, create careers, and become bosses; helping laid-off workers escape unemployment dilemmas, open shops, establish industries, and focus on making money; pushing owners out of the misconception of being content with modest wealth, daring to run large enterprises, undertake great projects, and become big bosses, enabling every capable person to become an active economic cell, forming a lively situation throughout the city where everyone participates in entrepreneurship and enterprises pursue greatness.
