Reporters learned from operators in Tianjin and Hainan that the reasons for the low number of applicants and success rate of number portable services were two-fold. One reason was that the operators introduced more attractive measures to retain users, while the other reason was that the contracts and value-added services participated by users became barriers for the approval of applications. It was understood that since November 2010, the MIIT had been piloting mobile number portability in Tianjin and Hainan. Users could keep their original operator numbers while using services provided by other operators. Originally according to the MIIT’s plan, the pilot period of number portability would last half a year, after which it would be gradually promoted nationwide. But due to the less than ideal pilot situation, the pilot work in the two places was indefinitely extended without promotion in other provinces after the expiration in May last year. After the pilot work lasted for more than one year, the MIIT still did not clarify the timetable for national promotion.
