Dahe Network (Weibo) reported (by our reporter): At 2 PM on the afternoon of January 2, 2012, the reporter arrived at Zhengzhou First People's Hospital and saw Ms. Zhang lying in bed receiving an IV drip. Her mother and mother-in-law were by her bedside. Upon seeing the reporter, both elderly women couldn't hold back their tears, and Ms. Zhang also sobbed uncontrollably.
After calming down, Ms. Zhang recounted the events to the reporter.
Forced Delivery, Homeowners Enraged
On December 31, 2011, according to the contract agreement, it was the day for the delivery of apartments in the A District of Shenglong Phoenix City. Ms. Zhang happily came early to the delivery site. However, what she saw made her very dissatisfied. Ms. Zhang summarized four main issues that made the property not ready for delivery: first, the roads were not hardened, let alone the neighborhood greening. Second, the water and electricity were temporary. Natural gas had not been connected yet, and some pipelines had not even been installed indoors. Third, some scaffolding had not been dismantled. Fourth, the developer did not show the owners the "Technical Report on the Actual Measurement of Commodity Housing Area" and the "Completion Acceptance Filing Form of Construction Projects."
After unsuccessful negotiations with the developer, Ms. Zhang joined a group of homeowners who refused to accept their properties and put up white banners on-site to encourage more people to refuse accepting their properties. During this time, a female staff member from the developer pulled Ms. Zhang aside and whispered, "Don't make trouble. If you have any requests, tell me." She wrote down Ms. Zhang's phone number and promised to contact her privately.
Homeowner Rights Protection, Subjected to Violence
The next day was New Year's Day. Without receiving any calls from the developer, Ms. Zhang, accompanied by her husband who was on vacation, arrived at Shenglong Phoenix City at 9 AM and joined more homeowners in resisting the property acceptance as part of their rights protection activities. "Because the issues raised were not resolved, the situation became chaotic, with nearly two hundred people involved," said Ms. Zhang.
It wasn’t until Mr. Lin, a general manager of the developer, appeared that the situation escalated. Recognized by the homeowners, Mr. Lin quickly became the target of over a hundred people surrounding him. One homeowner said, "We didn't want to beat him; we just wanted to ask for his explanation to promote the resolution of the problems." Mr. Lin didn't say a word and retreated under the protection of security guards.
As the crowd surrounded him and wouldn’t let him leave, there started physical confrontations such as pushing and pulling. Due to being eight months pregnant, Ms. Zhang remained on the outskirts with another female homeowner. It was then that Ms. Zhang saw someone attacking her husband in the crowd. Hurriedly, she told the nearby female homeowner, "Quick, my husband is being attacked. Go help him."
Taking advantage of the chaos, Ms. Zhang was pushed to the ground by two security guards. With a loud cry, upon seeing the pregnant woman fall, everyone rushed over to help her up. Seizing this opportunity, Mr. Lin got into his car and fled.
While the reporter was interviewing Ms. Zhang at the hospital, two other homeowners, who had just met during the property rights protection efforts, also came to visit her in the ward. Hearing about this incident, the two homeowners were indignant: "This is like the golden cicada shedding its shell. At that time, we were all surrounding Mr. Lin, but the security guards suddenly pushed her down, standing behind, just to give the general manager a chance to escape."
At the hospital, the reporter saw that Ms. Zhang had a large bruise and traces of wounds on her knees.
Subsequently, accompanied by her husband, a kind homeowner, and a developer staff member, Ms. Zhang was taken by ambulance to Zhengzhou People's Hospital.
Hospital Issued Two Critical Notices; Husband's Life Hangs in Balance
Speaking of her husband, Ms. Zhang once again couldn't help but shed tears.
When her husband was attacked, there were no visible external injuries, he could speak and walk, and he even advised Ms. Zhang to stay behind, saying it was most important to take care of the child. So she didn't worry too much about it.
Around 11 AM that morning, after Ms. Zhang finished her medical examination at the hospital, it was already past noon. The developer suggested they go out for lunch together, but her husband indicated that his head hurt, so he didn't want to go and preferred to rest at home. Ms. Zhang agreed.
Around 3 PM, they talked on the phone, and Ms. Zhang noticed that her husband sounded weak. But she didn't think much of it, assuming he might be tired.
Around 5 PM, her husband called and said he felt better and wanted to come to the hospital to see her.
Since they lived in the eastern district, it would generally take half an hour to get there. However, waiting and waiting, by 6:30 PM, there was still no sign of her husband. She hurriedly called him, only to have a doctor answer the phone, asking if she was the family member of the patient. He instructed her to come to the emergency room immediately.
After emergency treatment in the ER and a brain CT scan, which showed no major damage, and since he could still talk, he was transferred to the ward for observation and rest. Around 3 AM, her husband experienced convulsions, indicating a worsening condition. Therefore, at around 7 AM, another MRI was performed, revealing brain injury requiring craniotomy surgery.
At this point, Ms. Zhang received the first critical notice.
After six hours of surgery, at around 7 PM, the post-surgery husband was transferred to the ICU for observation.
Then, the second critical notice followed.
After interviewing Ms. Zhang, the reporter went to the ICU and saw her husband, who was still semi-comatose. Dr. Zhang Ming informed the reporter that the patient suffered brainstem damage and was still not out of danger. Judging from the lump on the back of the patient's head, it was likely caused by external force. As for when he would be out of danger, Dr. Zhang said at least 15 days of observation would be required.
Developer Shows Indifference; Medical Expenses Ignored
Mentioning the developer, Ms. Zhang's mother, already in her fifties, burst into tears. After learning about her daughter's situation, Ms. Zhang's parents traveled overnight from Handan, Hebei, to Zhengzhou.
"The son-in-law underwent surgery, and the ICU care costs over ten thousand yuan per day. We are already over three ten-thousand yuan in arrears. The developer hasn't paid a single cent. How can the developers in Zhengzhou be so bad?..." Before finishing her sentence, Ms. Zhang's mother was already crying uncontrollably.
Ms. Zhang mentioned that it was a young man who accompanied her to the hospital the day before who covered part of the medical expenses, probably a few hundred yuan. At the time, it wasn't enough, so they borrowed three hundred yuan from other homeowners. In the following days, not a single cent has been paid.
Especially after her husband fell seriously ill, the developer sent only two or three people. They claimed to be caring, but took no real action, showing no sincerity at all. Now, with medical fees over three ten-thousand yuan in arrears, the developer remains silent, which is heart-wrenching.
When the reporter left the interview, it was already 6 PM. In the four hours of interviews, not a single representative from the developer was seen.
Instead, a dark red handbag hanging by Ms. Zhang's bedside was particularly eye-catching, with the words: Shenglong Another City.
Developer Has Influence; Netizens Condemn It
It is understood that Shenglong Phoenix City is located at the intersection of Zhengbian Road and Future Road in Zhengzhou. Its A District was delivered on December 31, 2011. In August 2011, the B District delivery also resulted in disputes due to forced delivery, which our website's reporters promptly covered. Later, relevant departments of the Zhengzhou municipal government intervened to resolve the issue. (Title: Zhengzhou Responds to the Forced Delivery of Shenglong Phoenix City; Developer Compensates). In the 2010 annual Zhengzhou real estate project sales rankings, whether by sales area or sales amount, Shenglong Phoenix City ranked first. Zhengzhou homebuyers, paying slave prices and using their life savings, have elevated them to the "double crown" position, but the return they received was cold-bloodedness and violence.
The developer of Shenglong Phoenix City is Henan Jiehong Real Estate Co., Ltd., which belongs to the Shenglong Group. The Shenglong Group is a developer with Fujian business background. Entering Zhengzhou at the end of 2005, their first project was the Yanzhuang urban village renovation project - Manhattan Square. Over the years, they have developed or sold a series of urban village projects such as Zhongyuan New City, Shenglong Plaza, Shenglong Another City, Shenglong Phoenix City, Shenglong International Center, and Shenglong City.
However, if you casually search on the Dahe Forum of Dahe Network, there are dozens of negative posts about Shenglong, all related to forced demolition, forced delivery, and house quality issues posted by netizens advocating for their rights. Just last month, the Zhongyuan New City under the Shenglong Group also faced spontaneous homeowner rights protection actions due to heating and power supply issues, leading to conflicts where some homeowners were injured and taken to the hospital. Later, the appearance of Huang Baowei, Director of the Zhengzhou Public Security Bureau, and the district mayor of Huaxia District made promises on the spot to control the situation.
Hearing about this incident, Professor Liu She, a senior real estate expert and real estate professor at Henan University of Economics and Law, was shocked. She stated that developers like Shenglong, in people's eyes, are big developers with strength, brands, and credibility. Such incidents happening on the first day of the New Year are extremely despicable and unimaginable. She believed that the developer's actions were self-destructive and akin to moths flying into flames.
Netizens commented that they don’t want blood-stained sales figures. Ignoring the interests of homeowners, such developers tarnish Zhengzhou's reputation and bring shame to the Central Plains Economic Zone, which has just been elevated to a national strategy.
One netizen said, "Beating people is a crime. We hope the government strictly enforces the law, investigates the responsibilities of the attackers and those who incited them behind the scenes, and gives the public an explanation!"
How this matter will develop further, our website’s reporter will continue to follow closely.
