Recently, China Mobile (Weibo) has launched a new round of municipal senior management rotation, which is one of the important measures for China Mobile to prevent and combat corruption.
The "First Financial Daily" (Weibo) learned from inside China Mobile that at the end of 2011, the CCDI investigation team responsible for China Mobile's corruption cases submitted a report to the State Council and received instructions. In these instructions, China Mobile was set as a negative example, and the document was conveyed to all vice-ministerial level units and above nationwide.
According to informed sources, in this corruption incident, a total of 11 people from China Mobile were involved, with an amount reaching as high as 5 billion yuan.
"In the past year, facing some consecutive violations and illegal issues exposed among some leading personnel, the Group Company highly values it, confronts the problems, deeply explores the root causes, takes it as a warning, and continuously strengthens anti-corruption construction," China Mobile Chairman Wang Jianzhu clearly stated at China Mobile's 2011 work conference.
Intensifying Rectification
According to insiders from China Mobile, after receiving the central instructions, China Mobile gradually refined its rectification plan.
"It is estimated that the key focus of work in 2012 will be auditing and rectification," the above-mentioned informed person said. From the current situation, the rectification will continue, and it cannot be ruled out that more people may "fall from grace" in the future.
Among the high-level managers of China Mobile involved in this corruption case, the Data Department is considered a "severe area." The executives related to the Data Department include Li Xiangdong, the former general manager of Sichuan Mobile Data Department; Ma Li, the former deputy general manager of China Mobile Data Department; and Ye Bing, the former director of the Data Department and CEO of Doyoung Holdings. "We have carried out special inspections and rectifications on external cooperation in data services internally, and the rectification is still ongoing," the aforementioned person said.
China Mobile innovatively introduced the "Mobile Dream Network" development model. This model greatly promoted the rapid development of China Mobile's value-added services and made a large number of SP companies cooperating with China Mobile successful. However, during this process, the rough and rapid development also brought potential management risks, including the existence of various "shadow" SP companies and the huge profit-making space through controlling SP qualification reviews.
In the current model, China Mobile has established nine major bases nationwide and detailed and standardized the cooperative relationship with SPs. For example, the relationship with Feixin service provider Roshine Technology has gradually shifted from revenue-sharing based on user numbers to fixed labor and maintenance support fees.
Informed sources revealed that the rectification measures implemented by China Mobile have reached an extremely detailed level regarding various regulations, such as the control of golf-related issues, "Central documents would not manage such fine details."
Strict Prevention of Corruption through Executive Rotation
In this round of rectifications at China Mobile, the collective decision-making system of "three major and one important" has been further strengthened. The "three major and one important" refers to major issue decisions, important cadre appointments, major project investment decisions, and large-scale fund usage.
Besides the Data Department, local "regional governors" of China Mobile are also key areas where incidents occur. For instance, Shi Wanzhong, the former General Manager of Anhui Mobile, and Li Hua, the former General Manager of Sichuan Mobile. Internally within China Mobile, it is believed that the severe corruption cases, including that of Li Hua, the former General Manager of Sichuan Mobile, occurred mainly because they served too long in a certain place. Although the group had adjustment plans many years ago, they failed to implement due to significant internal opposition.
Recently, China Mobile has initiated a new round of municipal executive rotations.
This includes He Ning, the General Manager of Beijing Mobile, being transferred to the position of General Manager of China Mobile Terminal Company; Dong Xin, the General Manager of Henan Mobile, being transferred to the position of General Manager of Beijing Mobile; Wei Ming, the General Manager of Shaanxi Mobile, being transferred to the position of General Manager of Henan Mobile; Quan Mingfu, the General Manager of Yunnan Mobile, being transferred to the position of General Manager of Tianjin Mobile; Zhang Yongping, the General Manager of Tianjin Mobile, being transferred to the position of Party Secretary of Mobile Design Institute; Gao Nianshu, the General Manager of Mobile Data Department of the Group Company, being transferred to the position of General Manager of Yunnan Mobile; Zhou Chengyang, the General Manager of Market Department of the Group Company, being transferred to the position of General Manager of Hunan Mobile; Wang Jian, the General Manager of Jiangsu Mobile, being transferred to the position of General Manager of Guangdong Mobile; and Xu Long, the General Manager of Guangdong Mobile, being transferred to a position at headquarters.
Additionally, China Unicom (Weibo) has also increased the frequency and intensity of provincial executive rotations.
