In 2011, enterprises in the model zone realized an export value of 740 million US dollars, increasing by 6.1%; product quality was recognized and praised by foreign customers, maintaining zero report, zero claim and zero return abroad. Firstly, taking the opportunity of being granted as a model zone, brand effect was given full play. In May 2011, under the unified guidance of Shandong Entry-Exit Inspection and Quarantine Bureau, the model zone for quality and safety of exported clothing in Haiyang City was officially established. The Party Committee and People's Government of Haiyang City also took making its voice heard in the industry strategy of no hidden danger in clothing quality and safety so that Haiyang clothing became representative of excellent clothing brands in the industry. Secondly, coverage scope of the model zone was continuously expanded. Leading and demonstrating role of model enterprises was brought into full play to enhance enterprise quality awareness and management level, guiding small enterprises to become bigger and big enterprises to become stronger. On the premise of ensuring quality, coverage scope of the model zone was expanded with "one qualified enterprise, one accessed enterprise". In 2011, according to plan, 16 newly added statutory inspection enterprises such as Haiyang Fenghua Knitting were included in the model zone, increasing number of enterprises in the model zone from the original 39 to 55. Thirdly, more preferential policies were adopted to mobilize enthusiasm of enterprises in the model zone. On the basis of the original, various preferential policies continued to be provided for enterprises in the model zone, helping four enterprises in the model zone such as Yantai Aqi Textile apply "green channel" system and helping Enyi Clothing etc. apply paperless declaration to further improve customs clearance speed. Fourthly, own advantages were brought into play to provide key assistance to enterprises in the model zone. By means of distributing "understandable papers", publishing information on websites of the model zone, field training etc., technical and information support was provided for newly added statutory inspection clothing enterprises in the model zone, ensuring smooth transition of newly added statutory inspection fashion clothing exports.
