The 19-year-old defendant, He Mou, nicknamed "He'er," resides in Shilou Village, Panstone Town, Yunyang County. With only a primary school education, he dropped out of school and has since been unemployed. In 2008, he was sentenced to eight months in prison for theft. However, instead of reforming, He regarded his criminal record as capital for his life in the underworld.
On the evening of January 18th, He Mou was taking a stroll near Fengming Middle School in Yunyang with Ran Mou when suddenly, two attractive young women caught his eye as they exited a restaurant. He Mou took particular notice of one of them, Tan Mou, who was wearing a hoodie, and instinctively quickened his pace.
Ran Mou, understanding He's thoughts, encouraged him to pursue her. He approached Tan Mou and pulled her hood from behind.
Unprovoked harassment caused Tan Mou to turn around, glare at He Mou, and utter an insult.

Outcome: Sentenced to three years for provoking trouble
As the assailant disappeared into the crowd, Tan Mou immediately called the police. At 8 PM on January 20th, local police officers apprehended He Mou at his home. Subsequent evaluations revealed that Tan Mou had suffered nasal bone fractures, classified as minor injuries.
Upon review, the Yunyang County Procuratorate determined that He Mou sought excitement and arbitrarily assaulted others in public places, resulting in minor injuries, constituting severe circumstances. His actions violated the crime of disturbing public order. Additionally, the prosecution noted that since He Mou had previously served an eight-month sentence for theft in 2008 and now committed another offense punishable by imprisonment, he qualifies as a recidivist and should be punished more severely according to the law. Consequently, the procuratorate prosecuted He Mou for disturbing public order.
