Twitter is a variant of instant messaging that allows users to send their latest updates and thoughts in the form of short messages to groups of personalized websites and mobile phones, not just to individuals. In 2006, the emerging company Obvious, founded by Evan Williams, the creator of blogger.com and a pioneer in blog technology, launched the Twitter service. In its early stages, this service was only used to send text messages to friends' mobile phones. By the end of 2006, Obvious had upgraded the service so that users could receive and send messages through instant messaging services and personalized Twitter websites without having to enter their own phone numbers.

Currently, there are many websites similar to Twitter in China, such as "Shuoshuo", "Fanfou", and "Jiwei", among more than a dozen others. Their main advantage is good support for Chinese, as well as integration with domestic mobile communication service providers and instant messaging tools.
