Guzhen: Three measures to ensure the orderly distribution of subsidized machinery

In accordance with the requirements of the "2011 Guzhen County Agricultural Machinery Purchase Subsidy Fund Usage Plan", starting from May 5th, the operation process of Guzhen County's agricultural machinery purchase subsidy project entered the concentrated distribution phase for new machinery. Due to tight schedules and heavy tasks, the county agricultural machinery bureau planned ahead and organized effectively, implementing three measures to ensure orderly distribution of new machinery.

Firstly, adherence to procedures. Sticking to procedures means ensuring the national project implementation remains unchanged. This year, the purchase subsidy agreement was changed to an index confirmation letter, which requires joint approval from both the county agricultural machinery bureau and the finance bureau to take effect. This has brought certain difficulties in computer operations and unit coordination. To reduce steps and avoid wasting time, the county agricultural machinery bureau reported early to the county government and communicated multiple times with the county finance bureau, seeking maximum support. The county finance bureau specially dispatched two staff members to participate in the project implementation, integrating into the service team to understand the progress of the project, transforming external communication into internal reporting, ensuring timely stamping and distribution of the purchase subsidy index confirmation letters without delaying farmers' machine collection.

Secondly, efficient convenience for the public. Since the office site of the county agricultural machinery bureau and several agricultural machinery dealers are close to Provincial Road S101, and there are two middle schools nearby, vehicle density and pedestrian concentration are high, posing a serious challenge to the safe distribution of agricultural machinery. According to the deployment, all personnel of the county supervisory station were on duty, working 12-hour shifts, uniformly planning the placement areas for machinery, guiding newly arrived machinery to designated positions, eliminating potential hazards invisibly, making the entire scene orderly with smooth and safe road access. As newly purchased tractors and harvesters need household registration and certification, to accelerate the review progress of new machinery, the county agricultural machinery bureau divided its personnel into three groups: reception guidance group, household registration certification group, and machinery review group. All staff were required to provide proactive and smiling services, distributing flowcharts so that each new operator received one, clearly understanding what procedures and steps were needed. In response to occasional increases in numbers at some windows, additional personnel were temporarily assigned. To avoid peaks in the concentrated review of machinery, the county agricultural machinery bureau meticulously分流ed the concentrated reviews, spending four days reviewing harvesters first, then moving on to tractors and agricultural tools. Every afternoon, they analyzed the day's work progress, arranging the next day's machinery supply types and quantities through dealers, ensuring the daily review of 50-60 power machines, achieving a tense yet orderly, safe, efficient, and convenient process for the public.

Thirdly, strengthening supervision. To ensure farmers' interests are not infringed upon, the county agricultural machinery bureau held multiple dealer meetings, making specific requirements regarding machinery prices, mechanical configurations, and supply guarantees: machinery prices must strictly follow market prices, no dealer’s agricultural machinery product price can exceed the prices of surrounding counties; no changes in mechanical configuration should be used to covertly increase machinery prices; farmers' preferences for purchasing machinery models must be fully respected, and sources of goods should be promptly organized to ensure machinery supply. The county agricultural machinery bureau sent personnel daily to various major agricultural machinery dealers in the county town to understand the situation on-site, addressing issues promptly, supervising enterprises to do all kinds of service work well.

This year, the first batch of purchase subsidy funds for Guzhen County amounted to 6.7 million yuan, with plans to focus on subsidizing 200 wheeled harvesters, 6 tracked harvesters, 100 wheeled tractors, some matching agricultural tools, and drought-resistant machinery. By May 16th, the project had actually reviewed 192 wheeled harvesters, 5 tracked harvesters, 90 wheeled tractors, 120 sets of matching agricultural tools, and 550,000 yuan worth of drought-resistant machinery, using 86% of the entire project subsidy funds. It is expected that the machinery distribution work will be basically completed by May 20th, ensuring that subsidized machinery is promptly put into use for the "three summers" agricultural production.
