I. Major Achievements Since the Eleventh Five-Year Plan
During the Eleventh Five-Year Plan period, it was a rapid development phase for the agricultural mechanization industry in our county. Guided by the spirit of the 17th National Congress of the Communist Party of China and adhering to the scientific outlook on development, we seized the opportunity provided by national policies aimed at strengthening agriculture and benefiting farmers, fully implementing strategies to enrich people through machinery promotion. By leveraging the national agricultural machinery purchase subsidy policy, we extensively promoted new agricultural mechanization technologies and equipment, focused on nurturing large-scale machinery users, grain growers, and specialized cooperative organizations, optimized the structure of agricultural machinery equipment, strengthened safety supervision, comprehensively improved the service level, technological level, and technical content of agricultural mechanization operations. Since 2006, our department has achieved remarkable results in agricultural mechanization work. For multiple consecutive years, we have been awarded advanced units in municipal agricultural mechanization work, municipal agricultural machinery promotion work, municipal comprehensive information reporting on agricultural machinery, county-wide performance evaluation of government agencies and public institutions, advanced units in county-wide burden reduction work, advanced units in county-wide production safety work, advanced units in county-wide agricultural industrialization work, advanced units in county-wide education and training work, etc. In particular, in 2008, our bureau was honored as an advanced unit in provincial agricultural mechanization work by the Provincial Agricultural Machinery Bureau; in January 2011, our county was listed as a demonstration project county for the promotion of rice seedling mechanized transplanting technology at the provincial level. Currently, agricultural mechanization has become an important technical support for promoting agricultural efficiency, increasing farmers' income, and rapidly developing rural economy in our county.
1. Significant Increase in Agricultural Machinery Equipment. During the Eleventh Five-Year Plan period, agricultural machinery in the entire county maintained a rapid growth momentum with good development trends. As of now, the county owns more than 38,500 sets of various types of agricultural machinery, with total agricultural machinery power reaching 293,000 kilowatts. In 2010 alone, over 6,800 new sets of machinery were added, bringing the total agricultural machinery power to 290,000 kilowatts, an increase of 82,000 kilowatts compared to the end of the Tenth Five-Year Plan in 2005, representing a growth rate of 17.6%.
2. Steady Improvement in Agricultural Machinery Operation Service Levels. By the end of 2010 (the end of the Eleventh Five-Year Plan), the county completed 385,000 mu of mechanical cultivation, 276,500 mu of mechanized irrigation and drainage, 187,000 mu of mechanized harvesting, and 5,000 mu of powered machine planting; compared to the end of the Tenth Five-Year Plan in 2005, these figures increased by 65.2%, 67.8%, 88.3%, and 100% respectively. Some large-scale machinery users have basically achieved full mechanization in rice cultivation, planting, and harvesting. Rice harvesting services have transitioned from being dependent on external sources to local output. In 2010, the area harvested by local operators outside the region reached 45,000 mu, with the total revenue from agricultural machinery operation services reaching 170 million yuan, setting a historical high during the Eleventh Five-Year Plan period. This has played a crucial role in driving the development of the rural economy and also become an important avenue for farmers to increase their income and achieve prosperity.
3. Significant Improvement in Agricultural Machinery Safety Production. During the Eleventh Five-Year Plan period, our bureau focused on implementing agricultural machinery laws and regulations, using the creation of safe agricultural machinery as a carrier, aiming at ensuring agricultural machinery safety production, and primarily improving the three rates of agricultural machinery, intensifying safety supervision. We further increased the enforcement of agricultural machinery administrative law, focusing on key farming seasons such as spring plowing, double cropping, and autumn harvest—peak periods for agricultural machinery sales, maintenance, and usage—and conducted agricultural machinery law enforcement inspections, severely cracking down on illegal activities involving counterfeit and substandard agricultural machinery products. We actively organized agricultural machinery law enforcement personnel to investigate violations in rural roads and fields, ensuring zero accidents in agricultural machinery safety production throughout the Eleventh Five-Year Plan period. By 2010, the registration rate of vehicles in the county reached 79.5%, the annual inspection rate reached 71.3%, and the certification rate exceeded 80%, leading in the city; all indices of agricultural machinery safety production were effectively controlled, achieving the goal of zero accidents during farming seasons.
4. Remarkable Achievements in Implementing Agricultural Machinery Purchase Subsidy Policies. In 2006, our county was officially listed as a provincial agricultural machinery purchase subsidy project county, and since 2007, it has been a national agricultural machinery purchase subsidy project county. Over the years, our bureau strictly followed the principles of fairness, openness, and impartiality, aiming to adjust structures and promote development, carefully operating and meticulously implementing these policies. To date, the county has allocated over 12 million yuan in central and local fiscal subsidies for agricultural machinery purchases, subsidizing more than 12,000 new types of agricultural machinery, mobilizing direct farmer investments exceeding 47.8 million yuan in purchasing machines. Especially in recent years, driven by agricultural machinery subsidy policies, technologies such as rice mechanized planting and harvesting have been effectively promoted and applied, not only solving long-standing problems like low mechanization levels in rice production and harvesting and prolonged harvesting times but also effectively alleviating labor shortages in rural areas.
5. Significant Increase in Marketization and Organization of Agricultural Machinery Services. Firstly, the diversified agricultural machinery operation system centered around large-scale machinery users has developed and improved significantly, resulting in evident increases in efficiency. It is estimated that by the end of 2011, the total income from agricultural machinery operations and services will exceed 200 million yuan, an increase of 120 million yuan compared to 0.8 billion yuan in 2005, with an average annual growth rate of 16.3%. Secondly, the agricultural machinery operation and service model mainly in the form of agricultural machinery cooperatives is gradually improving. Since 2006, there are now 48 large-scale machinery users in the county, forming six initial professional agricultural machinery cooperatives, effectively broadening the social service scope of agricultural machinery across the county and enhancing the capability of agricultural mechanization services. Thirdly, cross-regional agricultural machinery operations have shifted from blind mobility to contract-based agreements, extending from merely providing harvesting services to pre-production, mid-production, and post-production services for crops. While increasing the utilization rate of agricultural machinery, this also gives farmers certain choices regarding service methods and quality, realizing a transformation towards high-quality and efficient agricultural machinery services.
6. Remarkable Achievements in Promoting and Training in New Agricultural Mechanization Technologies. Over the past five years, based on actual agricultural development needs, our bureau has focused on developing local characteristic agricultural machinery. Following the development strategy of exemplary guidance, demonstration-driven, gradual implementation, and comprehensive promotion, we actively explored new paths for agricultural machinery promotion. Especially in recent years, seizing the opportunities presented by national agricultural machinery purchase subsidy policies, we prioritized promoting mechanized rice planting and harvesting technologies and related equipment. To date, our bureau has cumulatively promoted over 12,000 sets of new agricultural machinery, including more than 2,600 large, medium, and small tractors, 3,868 tillage machines, 176 rice harvesters, 66 transplanters, and 2,296 garden management machines. We trained over 2,460 people in various agricultural machinery practical techniques, operation, and driving skills, breaking the bottleneck constraining the mechanization of rice production in our county. New agricultural mechanization technologies and equipment are gradually being popularized and applied across the county, accelerating the speed of rural farmers transitioning to other industries, promoting the process of building new countryside in our county.
II. Main Work Ideas and Measures for the Twelfth Five-Year Plan
(A) Work Ideas
During the Twelfth Five-Year Plan period, our bureau will be guided by the spirit of the Fifth Plenary Session of the 17th CPC Central Committee and the scientific outlook on development. Taking the implementation of the "Agricultural Mechanization Promotion Law," the State Council's "Opinions on Promoting the Faster and Better Development of Agricultural Mechanization and Agricultural Machinery Industry," and the "Regulations on the Safety Supervision and Administration of Agricultural Machinery" as key measures, we will focus on promoting the stable development of agriculture, continuously increasing farmers' income, and maintaining rural harmony and stability. We will continue to implement the strategy of enriching people through machinery promotion, fully implementing supportive policies to promote the development of agricultural mechanization. Focusing on enhancing the mechanization level of weak links in rice production, cultivating and expanding agricultural machinery service organizations, and constructing agricultural mechanization demonstration bases, we will rely on agricultural machinery projects and public service capacity construction as supporting points. Strengthening guidance and services, innovating working methods, we aim to further enhance the speed, quality, and efficiency of agricultural mechanization development in the entire county, comprehensively improving the level of agricultural machinery equipment, operation, safety, technology, and services. We aim to transform traditional agriculture into modern agriculture, striving for standardized construction in agricultural machinery management, coordinated development of agricultural machinery, agronomic practices, and agricultural business models, achieving a mechanization level of 75%, establishing a complete agricultural machinery social service system, advancing agricultural machinery safety supervision, and realizing new breakthroughs in agricultural machinery technology promotion and application, making active efforts towards agricultural modernization.
(B) Work Goals
During the Twelfth Five-Year Plan period, our county's agricultural machinery promotion, agricultural machinery safety supervision, agricultural machinery technology training, agricultural machinery repair, quality supervision, operation service management, and administrative supervision will be basically standardized and perfected. Important crops, key equipment, and major agricultural mechanization technologies will be basically covered and equipped, reaching the following standard requirements by the end of the Twelfth Five-Year Plan period:
1. The total power of agricultural machinery in the entire county will reach 385,000 kilowatts, owning more than 3,200 tractors of various types, over 300 sets of rice harvesters, and more than 140 transplanters. Advanced, applicable, low-carbon, environmentally friendly agricultural machinery will be widely used, basically meeting the needs of agricultural production and farmers' lives in our county.
2. Accelerate the mechanization process in key towns, promoting the integration of agricultural machinery and agronomic practices. In towns such as Fu Cheng, San Xing, Da Ping, Jing Po, Tu Qiao, Re Shui, Tian Zhuang, etc., focus on promoting rice production mechanization technologies, aiming to achieve a rice mechanized planting rate of 25% and a mechanized harvesting rate of over 75% during the Twelfth Five-Year Plan period. Develop an area of over 80,000 mu for the entire mechanized rice production process, protective tillage mechanization reaching 9,000 mu, and facility agriculture covering 10,000 mu, promoting agricultural structural adjustment and increasing farmers' income through agricultural mechanization.
3. Promote the construction of agricultural machinery service organizations and socialized services. During the Twelfth Five-Year Plan period, develop five agricultural machinery professional cooperatives, cultivate 60 agricultural machinery science demonstration households, and train 500 new skilled hands for agricultural machinery wealth, encouraging and promoting the transfer of surplus rural labor to other industries.
4. Strengthen the publicity work of agricultural mechanization. Carefully conduct the publicity of the "Agricultural Mechanization Promotion Law" and the "Regulations on the Safety Supervision and Administration of Agricultural Machinery," implementing the "Provisions on the Responsibility for Repair, Replacement, and Return of Agricultural Machinery Products" and the State Council's "Opinions on Promoting the Faster and Better Development of Agricultural Mechanization." Fulfill the responsibilities of agricultural mechanization management work, strengthen the promotion of agricultural mechanization technology, reinforce the supervision of agricultural machinery safety use and the quality, repair, return, and replacement of agricultural machinery products. During the Twelfth Five-Year Plan period, create a safe and harmonious agricultural machinery atmosphere by establishing safe agricultural machinery and harmonious agricultural machinery as carriers.
(C) Work Measures
1. Further optimize and adjust the structure of agricultural machinery equipment. Combining with the characteristics of agricultural production across the county and utilizing policy leverage, encourage farmers to purchase and use advanced, applicable, low-carbon, energy-saving, and environmentally friendly large agricultural machinery, establishing a reasonable ratio between large and small machinery, grain crop machinery and economic crop machinery, power machinery and accompanying machinery, achieving scientific development.
2. Accelerate the construction of agricultural machinery service systems. Vigorously develop agricultural machinery service organizations, encourage farmers to cooperate in operations and jointly use agricultural machinery. Actively develop professional agricultural machinery cooperation organizations and nurture large-scale machinery users, forming professional cooperation organizations in regions with concentrated agricultural machinery ownership, guiding individual agricultural machinery services towards professional association services, enhancing comprehensive agricultural machinery service capabilities; strive to innovate agricultural machinery service models. Fully utilize market resource allocation operations, gradually forming a diversified new agricultural machinery service system oriented by the market, serving as means, integrating demonstration, promotion, and service, guiding cross-regional agricultural machinery operations, enhancing organizational rationalization and intensive levels, further enhancing the service capabilities of agricultural machinery management departments, perfecting various service measures, improving informatization levels, and promoting the continuous improvement of social and economic benefits of agricultural machinery services.
3. Strengthen agricultural machinery safety supervision to ensure safe agricultural machinery production. Seriously implement the State Council's "Regulations on the Safety Supervision and Administration of Agricultural Machinery," adhering to the principle of putting people first, preventing accidents, ensuring safety, and promoting development, aiming to improve the three rates of agricultural machinery, maintaining order in the agricultural machinery operation and repair markets, standardizing law enforcement behavior, and strictly enforcing laws.
4. Increase efforts in agricultural machinery technology promotion work. Follow the principles of introducing, experimenting, demonstrating, ensuring safety, advancement, suitability, efficiency, and energy saving when promoting new agricultural machinery technologies and equipment, constructing comprehensive agricultural mechanization new technology demonstration bases, vigorously promoting and popularizing full-process mechanization technologies for rice production.
5. Strengthen the standardized construction of agricultural machinery management. Agricultural machinery safety supervision, agricultural machinery quality supervision, agricultural machinery technician training, agricultural machinery purchase subsidies, agricultural machinery promotion, agricultural machinery service system construction, and other works should be standardized and innovated from a systemic and mechanistic perspective, establishing a highly effective and high-quality agricultural machinery team, encouraging and supporting all levels of agricultural machinery management personnel to innovate and develop within the framework of agricultural machinery guidelines, policies, laws, and regulations.
