The types of subsidized machinery include: 12 major categories, 46 subcategories and 180 items of equipment such as cultivation machinery, planting and fertilizing machinery, field management machinery, harvesting machinery, post-harvest processing machinery, primary agricultural product processing machinery, irrigation machinery, animal husbandry and aquaculture machinery, power machinery, farmland infrastructure construction machinery, facility agricultural equipment and other machinery. On this basis, each region can independently add no more than 30 additional items within the 12 major categories to be included in the scope of central fund subsidies.
This year, there are two main adjustments to the types of subsidized machinery: First, an appropriate adjustment has been made to the 180-item machinery within the subsidy range. In accordance with the requirements of Central Document No. 1 regarding "expanding the subsidy scope for drought-resistant water-saving equipment," and adapting to the needs of drought resistance and spring plowing agricultural production in various regions, drought-resistant water-saving machinery such as water well drilling machines, wind-powered water-lifting machines, and drought-resistant pumps have been included in the subsidy range. At the same time, equipment with fewer purchases by farmers in recent years, such as sheep-dipping machines, peanut dryers, and hemp straightening machines, have been removed from the national unified subsidy range, keeping the total number of subsidized machinery items stable. Second, according to the needs of developing regional characteristic agriculture, the number of self-selected additional machinery items by localities has been increased from 20 to 30.
Central government financial subsidies for agricultural machinery purchases implement fixed-amount subsidies, meaning that the same type and category of agricultural machinery will have a uniform subsidy standard within the province. The fixed-amount subsidy is calculated at no more than 30% of the average market price in the province, with a single machine subsidy limit not exceeding 50,000 yuan. In heavily disaster-stricken areas of the Wenchuan earthquake and key schistosomiasis prevention areas, the subsidy ratio can be increased to 50%. The subsidy amount for general agricultural machinery products is uniformly determined by the Ministry of Agriculture, while the subsidy amount for non-general agricultural machinery products is determined independently by each province (region, municipality, corps, reclamation area). Differential treatment is not allowed for similar products produced by enterprises inside and outside the province.
For tractors over 100 horsepower, high-performance forage harvesters, large no-till seed drills, milking machinery, large combine harvesters, large rice soaking and sprouting program-controlled equipment, and dryers, the single-machine subsidy limit can be increased to 120,000 yuan; for large cotton pickers, sugarcane harvesters, and tractors over 200 horsepower, the single-machine subsidy amount can be increased to 200,000 yuan, including disc-type rotary tiller blades series.
