Currently, the CPC Rizhao Committee and the People’s Government of Rizhao have jointly issued the Notice on Doing a Good Job in Maintaining and Rectifying the Order of Cross-regional Agricultural Machinery Operations during the “Three Summers”, which puts forward new requirements for this year's cross-regional agricultural machinery operations during the “Three Summers”.
Public security departments at all levels should strengthen patrol intensity and density, increase control over public security in wheat harvest areas, especially township public security police stations. They should give full play to their advantages of having a clear picture of personnel and situation within their jurisdictions before the “Three Summers”, timely include key personnel in the scope of work, and strengthen management. During the summer harvest, public security police stations should increase patrols on key sections and at the edge of fields, and maintain operation order.
Petroleum supply departments such as Sinopec and CNPC should closely monitor and grasp the demand characteristics of agricultural machinery oil use, prepare sufficient oil sources earlier, increase diesel investment, and ensure the supply of agricultural machinery oil during the “Three Summers”. Priority should be given to the open supply of oil for combined harvesters, tractors and other agricultural machinery, and refueling should not be rejected or limited. Self- brought containers are allowed for refueling. Efforts should be made to actively strive for preferential policies for agricultural machinery oil use, strictly implement 24-hour business hours, and carry out services such as delivering oil to the edge of fields, so as to provide convenience for machine operators.
The Administration for Industry and Commerce, Quality Supervision and Price departments should strengthen market supervision over agricultural machinery operation markets and circulation markets, and strictly investigate and deal with behaviors such as擅自price increases, extra-price charges and the production and sale of fake and inferior agricultural machinery products. Meteorological departments should do a good job in meteorological services during the “Three Summers” period, and timely provide accurate weather forecast information to guide the rational dispatching of wheat combined harvesters.
