Man falsely claims to work at the Public Security Bureau to scam 40,000 yuan

Yanji, Jilin - (Reported by Zhigang Li) In April of last year, a Yanji man named Mr. Jin was seen at the Yanji Public Security Bureau every day. However, he was not an employee of the bureau. His purpose for entering and leaving the bureau was to make others believe that he could help people with police recruitment procedures.

On April 1, 2022, at around 8:00 AM, Mr. Jin arrived at the Yanji Public Security Bureau, stayed in the lobby for a while, and then left. Afterward, he kept showing up at the same time as the officers, but his visits were neither for business nor work-related. He was merely trying to deceive others into believing that he worked at the Public Security Bureau.

Mr. Li, who had just met Mr. Jin, had heard him claim that he could use connections to get someone employed at the Public Security Bureau. Mr. Li wanted to get his brother-in-law a job there and had frequently seen Mr. Jin going to the bureau, so he no longer doubted his identity.

On April 10, Mr. Li brought up the matter of handling the recruitment procedures again. Mr. Jin readily agreed, saying he would need 20,000 yuan as a deposit to find the right people. Mr. Li handed over the 20,000 yuan to Mr. Jin. By May, nothing had happened, and when Mr. Li tried to contact Mr. Jin again, he found himself unable to reach him. As a result, Mr. Li reported the incident to the Yanji Public Security Bureau. Mr. Li also mentioned, "Before this matter, Mr. Jin claimed his father was ill and borrowed 10,000 yuan from me, which he never repaid."

After investigation, the Yanji police discovered that there was no one named Jin working at the bureau and began efforts to apprehend him. In January of this year, the Yanji Special Patrol Police learned that Mr. Jin had returned from Qingdao to Yanji, and they subsequently arrested him at his hiding place, handing him over to the Xinxing Police Station for further processing.

The 27-year-old Mr. Jin confessed that besides defrauding Mr. Li of 30,000 yuan, he had also, in December 2008, deceived another person out of 10,000 yuan by claiming he could help with police recruitment procedures. In February 2009, he lied about being able to help someone become a temporary worker at a certain Public Security Bureau, defrauding 5,000 yuan from his friend's younger brother. All the money he swindled was spent on internet cafes, food, and drink.

Currently, Mr. Jin has been criminally detained by the Yanji Public Security Bureau on suspicion of fraud.
