Heilongjiang News Network reports that according to Life Daily, on September 9th, the Jixi Public Security Bureau informed the media that the driver responsible for the "August 5th" major road traffic accident, Zhang Xijun, had his driver's license revoked at the end of 2004. Upon inspection by the Criminal Technology Corps of the Provincial Department of Public Security, it was found that Zhang Xijun had an alcohol content of 198 milligrams per 100 milliliters of blood at the time of the accident, far exceeding the drunk driving standard of 80 milligrams per 100 milliliters of blood.

Zhang Xijun was driving under the influence,
without a valid driver's license at the time of the accident.
On the morning of September 9th, Deputy Director Zhou Xiuyong of the Jixi Municipal Public Security Traffic Police Brigade told reporters that upon investigation by the police, it was confirmed that the responsible driver, Zhang Xijun (the name on the driver's license is "Zhang Xijun"), obtained his driver's license in Jixi City on June 1st, 1990, with qualifications for driving Class A2 vehicles. His driver's license was revoked on December 28th, 2004. At the time of the accident, Zhang Xijun was driving a motor vehicle without a valid license on a prohibited road.
Director of the Propaganda Section of the Jixi Municipal Public Security Bureau and spokesperson Zhang Qingwei informed the media that after testing the alcohol content in Zhang Xijun's blood, the Criminal Technology Corps of the Provincial Department of Public Security detected an alcohol content of 198 milligrams per 100 milliliters of blood, far exceeding the drunk driving standard of 80 milligrams per 100 milliliters of blood, constituting severe drunk driving of a motor vehicle leading to the accident.
The police are verifying the injured parties
and have started injury appraisals.
According to Dr. Fu Dongjun, the chief physician of the First External Medicine Department of the Jixi Mining Group General Hospital, around 7 PM on August 5th, a large number of car accident victims were sent to the hospital emergency room by "120" ambulances. The number of injured people reached more than 20, among whom the elderly female victim Liu Fengqin was the most severely injured, being in a deep coma with dilated pupils on both sides. The hospital opened a green channel for her rescue, but she died due to the severity of her injuries.
Director Li Bo of the Propaganda Section of the Jixi Mining Group General Hospital introduced that on the night of the incident, the hospital received and registered 24 injured patients. The hospital urgently organized more than 40 medical staff for treatment. Most of the injured had minor abrasions and contusions, and after bandaging and treatment, they left the hospital. Currently, seven severely injured patients are still hospitalized in the orthopedics and surgery departments of the hospital, with all treatment costs prepaid by the hospital.
According to Director of the Propaganda Section of the Jixi Municipal Public Security Bureau and spokesperson Zhang Qingwei, currently, after four interrogations of Zhang Xijun, it has been verified that Zhang Xijun drove under the influence and without a valid license causing the accident. With the consent of the families, autopsies have been completed for the deceased Liu Fengqin and Shenglijun. The criminal technology department of the Jixi Municipal Public Security Bureau, together with the Accident Team of the Traffic Police Brigade, conducted another investigation of the accident scene to further solidify evidence. Meanwhile, the work of appraising the injuries of the injured has also begun.
Crackdown on driving under the influence
Five people have already been detained.
According to Zhang Qingwei, starting from August 8th, the Jixi Municipal Public Security Bureau launched a two-month road traffic rectification campaign focusing on cracking down on traffic violations such as driving under the influence. Supervisors were arranged near hotels and other places, and rewards were given for reporting those who drive under the influence. At the same time, traffic police will collaborate with the industry and commerce, urban management, and other departments to standardize roads near crowded areas and manage them strictly. So far, the Jixi police have caught five drivers violating the law by driving under the influence, all of whom have been detained for 15 days.
