Report by our newspaper (Reporter Li Yongli, Interns Yang Qiong, Cai Feifei, Wang Dan, and Wang Sijia): On the evening of August 7th, in response to our continuous reports on the "Li Meng incident," the Lique County Education Bureau issued a "Reply on the Rectification Results Regarding Li Meng's School Record." The bureau has suspended Zhang Jinglong, the director of the Research Department at Lique No.2 Middle School, who is currently under investigation by the procuratorate, pending further disciplinary action according to facts and circumstances once the judicial conclusion is reached.

On the evening of yesterday, the Lique County Education Bureau sent our newspaper a "Reply on the Rectification Results Regarding Li Meng's School Record," stating that after our newspaper reported the theft of Li Meng's school record, they convened a party committee meeting to carefully formulate rectification measures. They decided, based on relevant regulations, for the county education bureau's enrollment examination office to send a letter to Ludong University in Shandong Province, requesting Ludong University to cancel the school record of the impersonator (Xu Meng) according to relevant school record management regulations.

Regarding the lack of responsibility and dereliction of duty by some managers of the college entrance examination school records, the Lique County Education Bureau will further strengthen legal education among these managers, especially frontline staff such as class advisors. At this year's summer learning session for the education system, they will compile relevant educational laws, regulations, and professional ethics guidelines into booklets, distribute them to every teacher, and organize all faculty and staff to study them seriously, continuously improving their legal awareness and professional ethics.

Regarding the weak supervision of the college entrance examination school record archives center, they will organize all staff members of the county enrollment office, leaders of high schools, and personnel managing the high school college entrance examination school record archives to carefully study various levels of college entrance examination school record management systems, implement management responsibilities, further standardize college entrance examination school record management work, and resolutely prevent similar incidents from happening again.

Given that the procuratorate has already filed charges against Zhang Jinglong, the Lique County Education Bureau Party Committee has decided to immediately suspend Zhang Jinglong, the director of the Research Department at Lique No.2 Middle School, pending further disciplinary action according to facts and circumstances once the judicial conclusion is reached. Investigations into the responsibilities of relevant personnel from the Lique County Education Bureau and Lique No.2 Middle School will be immediately carried out by the Supervision Office of the Lique County Education Bureau and relevant departments.

When Li Meng from Yecun Village, Xinshi Township, Lique County, registered for the associate-to-bachelor program at Shaanxi University of Chinese Medicine, she was informed that someone with exactly the same name, ID number, and school record had already graduated from Ludong University in Shandong Province. Upon checking the national public security network, she discovered she had become a "black person" without official registration, and the Lique County police household registration network showed that Li Meng's photo had been replaced by another person. After an investigation by the Lique County Education Bureau Enrollment Examination Office, it was found that the perpetrator was Zhang Jinglong, the current director of the Research Department at Lique No.2 Middle School. The impersonator was Xu Meng, a female student from Shandong Province who had already graduated from Ludong University, leading to an investigation of a college entrance examination migrant case involving fake identity documents and household registration created for Xu Meng. Certain law-violating police officers involved have been taken legal measures by the Xianyang People's Procuratorate since June 2010, and the case is still under further investigation.
