In the fifth day of the highly publicized "Three Directors of Chunya Beating People Incident," how the three directors were dealt with became the focus of attention from all sides. Last night, an emergency meeting was held by the Chunya County Committee, resulting in the dismissal of two directors involved in the beating. Another person received an admonitory talk. Subsequently, the police will continue pursuing legal action according to legal procedures.
An Emergency Standing Committee Meeting Was Held Late at Night
On May 14th, the Discipline Inspection Commission of Xianyang City, the Discipline Inspection Commission of Chunya County, and the Xianyang police separately investigated the three directors involved in the beating. Yesterday afternoon, the investigation results were reported to the Chunya County Committee. At 9 PM last night, the Chunya County Committee convened an emergency standing committee meeting.
On the afternoon of May 11th, Cao Xianli, Zhang Juecang, and Xin Yougang were on official business and were returning to Chunya via the Meicun Toll Station on Provincial Road 208 when their vehicle's roof was struck by a barrier. Driver Ma Peng, along with passengers Zhang Juecang and Cao Xianli, got out of the car to negotiate with the toll collector, Zhang Ning. A verbal altercation ensued, leading to Zhang Juecang and Ma Peng hitting the toll collector, Zhang Ning. While attempting to stop the fight, Cao Xianli sustained soft tissue injuries to both upper arms and subsequently hit Zhang Ning. Zhang Juecang also punched a staff member at the toll station. Staff member Cheng Jing pushed out a barrier vehicle, and Zhang Juecang, Cao Xianli, and Ma Peng attempted to push away the barrier vehicle. During the pushing process, Cheng Jing suffered leg injuries. Xin Yougang continuously tried to dissuade and prevent the conflict from escalating and did not hit anyone.
After research by the County Committee and Government, it was decided to impose an administrative major demerit on Zhang Juecang and dismiss him from his position as Director of the Chunya County Industry Bureau; impose an administrative demerit on Cao Xianli and dismiss him from his positions as Deputy Minister of the Organization Department of the Chunya County Committee and Director of the Human Resources and Social Security Bureau; issue an intra-party warning to driver Ma Peng; and give an admonitory talk to Xin Yougang, Deputy Director of the Chunya County Industrial Park Office.
The Police Will Continue to Investigate
Regarding the different punishments for the three directors, the Chunya County Discipline Inspection Commission explained that the main basis was the surveillance footage and extensive investigative evidence, with penalties assigned according to the severity of involvement in the beating. Last night, during the emergency meeting convened by the Chunya County Committee, the leaders present expressed great anger over the negative impact caused by the directors' actions. Subsequently, Chunya County will carry out a large-scale rectification of government officials throughout the county, particularly focusing on strict discipline and compliance with laws by officials.
Yesterday, the Weicheng Public Security Bureau of Xianyang City introduced that based on the current decision made by the Chunya County Committee, the next step will involve the police continuing to follow relevant parliamentary procedures, after which they will impose legal sanctions on Zhang Juecang and Cao Xianli for their violent behavior.
Serious Gate-Crashing at the Meicun Toll Station
According to Ma Peng, the driver for the Chunya County Human Resources and Social Security Bureau, he usually drove (license plate number: Shaan O30229) through this toll station without being charged, but this time they were suddenly charged, which made them very angry. In fact, similar gate-crashing incidents frequently occur at the Meicun Toll Station. Since the Meicun Toll Station is located on Provincial Road 208, at the boundary between Weicheng District and Jingyang County in Xianyang City, there are many surrounding rural areas with numerous passing farmer vehicles and local vehicles, leading to frequent gate-crashing incidents. The toll station has become a high-frequency hotspot for public security issues. Shi Hengliang, the chief of the Dizhang Police Station under the Weicheng Branch of the Xianyang Municipal Public Security Bureau, introduced that to address the gate-crashing at this toll station, they have deployed substantial police forces. In April alone, the police station detained as many as 17 people due to "gate-crashing" incidents.
