Cracks Appear in Residential Buildings After Blasting at Construction Site; Contractor Promises Door-to-Door Inspection and Repairs

Guiyang Online News - Recently, Mr. Xu from the residence at No. 122 Yan'an West Road's petroleum dormitory called our news hotline 96677 to report that continuous construction blasting at the No. 66 Yan'an West Road construction site, only 5 meters away from the petroleum dormitory, over the past few months has caused cracks of varying degrees in the building, posing significant safety hazards.

Residents:

Cracks appear on walls from the 1st to 8th floor

According to Mr. Xu, in November this year, residents on the first floor discovered fine cracks on their walls and windows began to deform and crack, making it difficult to open doors and the north-facing inner doors. Afterwards, all 50 households from the 1st to the 8th floor found that the walls of the entire building had developed cracks in the same orientation, ranging in length from a few centimeters to one or two meters, with widths generally around a few millimeters. Cracks also appeared on the stairs from the 1st to the 8th floor.

At the scene, reporters observed several cracks on the exterior walls of the building. In the older dry room of the petroleum company located slightly further behind the petroleum dormitory, there were cracks about three to four meters long on the floors and load-bearing walls. Additionally, there were already two tilted cracks between the door frame and the wall of the entrance to the dry room.

Reason:

Blasting construction 5 meters away

The appearance of cracks on the walls led the residents to suspect that it was due to the construction of the first phase of the commercial-residential comprehensive building at No. 66 Yan'an West Road, which is only 5 meters away. Since mid-September this year, the construction site has been conducting blasting three to four times daily. The residents believed that the blasting changed the geological structure of the building's foundation, possibly causing subsidence or displacement of the building's foundation, leading to cracking in nearby buildings.

The residents made two requests to the construction party: they hoped the real estate developer would provide a written commitment acknowledging the relationship between the house cracking and the construction methods, promptly repair the cracks, and if more cracks appeared, specific solutions would be negotiated.

Regarding this issue, the reporter accompanied resident representatives to find Manager Xing of the Qian-Gui Transportation Courtyard Reconstruction Project Department who was working on the construction site. Manager Xing stated that the construction blasting strictly adhered to national laws and regulations, and he expressed deep apologies for the impact brought by the construction. Regarding the issues raised by the residents of the residential building on the west side of the construction site, such as deformed doors and windows and cracked building walls, the company had convened experts for multiple on-site analyses and discussions. They concluded that the western residential building was currently in a safe and stable state, and the cracks in some locations, as reflected by monitoring data, were all within the standard control range.

Responsible for household inspections and timely repairs

It was learned by the reporter that a solution had already been formed: the project participants and third-party monitoring units would conduct household inspections, record and confirm any issues found, and promptly repair any problems affecting the functionality of the building under the supervision of the office and community.

Representative Mr. Li of the residents indicated that the houses should be repaired first. If the construction blasting continues and the house keeps cracking, it would be best to have a written agreement on responsibilities.
