Li Anmin, who resides at No. 48 Songshuqiao Branch Road in Yubei District, said that he owns a business vehicle which has committed four violations this year, accumulating a total of 800 yuan in traffic fines. On August 12th, he went to the traffic police station and filled out the fine slip, which stated that payment must be made within 15 days, meaning it would expire on August 27th. If overdue, a late fee of 3% per day would be charged. "Due to being busy with work and my own carelessness, I didn't go to pay the fine until August 26th," Li explained.
Li Anmin said that since the fine slip mentioned that Industrial and Commercial Bank of China (ICBC), Agricultural Bank of China (ABC), and Rural Commercial Bank were designated banks for collecting fines, he randomly chose an ICBC branch near Songshuqiao. However, upon asking the security guard, he learned that this branch does not collect fines. He then visited an ABC branch, only to be told that they also do not offer the service of collecting fines.
"Why can't I pay at any of these three banks when it's clearly written on the fine slip?" Li Anmin said that over the past few days, he has been searching for banks like a headless fly whenever he has spare time. "As of today, I've visited more than a dozen designated bank branches, but all replied 'We do not collect fines'," Li Anmin said dejectedly. With the daily accumulation of a 3% late fee, he still hasn't been able to pay the fine.

When he went to several banks in Guanyinqiao to pay his fine, he discovered that these designated banks do not handle fine payments during holidays, and even during working hours, there are specific times set aside for paying fines.
