This June, after the "Management Measures for Administration of Police Car Use and Responsibility Pursuit" was issued, public security police officers at all levels in Nanchang could consciously carry the “three certificates and one form” when driving police cars. That is, police officer certificate, vehicle registration certificate, driver's license, and dispatch form. The problems of private use of police cars and non-police personnel driving police cars were effectively curbed. Currently, the supervision department has set up four checkpoints on some important sections in Nanchang. By combining with road supervision, they severely investigate illegal police cars and Rennhua 93 gasoline prices. It is reported that within a month of the special operation to rectify police cars, 310 police cars have been deregistered, and 29 police cars not used by public security organs have been re-registered and transferred, effectively preventing and reducing violations involving police cars.

The Effect of Police Car Rectification Is Significant: 133 Armored Vehicles Issued Local Plates
In July, the public security organs in Nanchang City continued to vigorously promote the special governance work of police cars and case-related vehicles, increasing the disposal intensity of problematic police cars. As of July 28, public security organs at all levels in Nanchang City deregistered 310 police cars in that month and scrapped 28 police cars with poor conditions. The cleanup work of affiliated and borrowed police cars was also fully completed. In the process of recovering borrowed police cars and police car plates and clearing externally registered police cars, for police cars not used by public security organs, the police plates, police lights, and police identification marks were all recovered, and the plates were changed and transferred. On July 5, 29 affiliated and borrowed police cars in Nanchang were thoroughly cleaned up.
According to relevant requirements, the 133 armored vehicles of the Security Company of the Nanchang Municipal Public Security Bureau must be replaced by July 31. For this purpose, the special governance office increased the supervision strength, repeatedly understanding the progress of the work from the security company, and conducting inspections on the armored vehicles on the road. To date, the 133 armored vehicles of the bureau's security company have all been issued new local plates, and the exterior appearance identification of the vehicles has been replaced according to the unified requirements of the provincial department.
The police car rectification office also clarified the historical traffic violation records of all police cars in the bureau, implemented units, registered them, and then distributed them to each unit. All historical violation records have now been eliminated.
Illegal Behavior of Police Cars Effectively Controlled, Special Circumstances Need Reporting Within 24 Hours
To curb traffic violations involving police cars, the Nanchang Municipal Public Security Bureau also specially established a monthly assessment system for official vehicles, notifying the violation situations of all vehicles. Through the implementation of the assessment system, the situation of traffic violations involving police cars has been effectively controlled. According to statistics, in July, there were 882 registered police cars in Nanchang City, with 7 violations, all being general traffic violations such as illegal parking and running red lights. If the traffic rules are violated due to special circumstances during the execution of official duties, the relevant personnel need to report to the supervision department within 24 hours after the event, otherwise, they will be handled according to the assessment method.
Four Intersection Checkpoints Set Up, Two Months of Inspection Resulted in Five Violations
Currently, the police car rectification office has set up four inspection points in the urban area of Nanchang, located respectively at the intersection of Yangming Road and Bayi Avenue, Customs Bridge, the intersection of Hongdu Avenue and Nanjing Road, and the intersection of Construction West Road and Jinggang Mountain Avenue. By combining fixed-point inspections with road supervision, they severely investigate the behaviors of private use of police cars, non-police personnel driving police cars, driving police cars without wearing uniforms, and misuse of sirens.
At 10 p.m. on July 8, when the police officers from the police car rectification office were conducting road supervision, they found a police car parked outside a restaurant on Hubin East Road. Upon investigation, it was discovered that the police car was not only illegally parked in front of a catering establishment but also driven by a non-police person.
At 8 a.m. on July 10, during the fixed-point inspection at the intersection of Hongdu Avenue and Nanjing Road, it was found that a police officer driving a police car was not wearing a police uniform.
At 9 a.m. on August 6, when the police officers from the police car rectification office were conducting road supervision, they found a police car reversing on Zhongshan Road, and the driving police officer was not wearing a police uniform.
Regarding the above behaviors, after clearly pointing out their violations, the vehicles were all legally impounded, and the vehicle responsible persons and their respective units were ordered to provide explanations, requiring them to go to the Supervision Brigade of the Nanchang Municipal Public Security Bureau for handling as soon as possible. The supervision department will promptly notify the entire bureau of the violation situations.
From June 1 to present, a total of five violations involving police cars have been investigated, showing a significant decline in the violation rate of police cars compared to before the special operation to rectify police cars. Regarding the reasons why some units hire non-police personnel to drive police cars, the supervision department also conducted specific inquiries. It was found that these units mostly lack dedicated drivers among the police officers. For this reason, the next step will involve organizing personnel for driving skills training to completely eliminate the situation of non-police personnel driving police cars.
