At 8:26 AM that day, while conducting a routine check at the Shi Qing exit of the Shitai Expressway, officers from the Shijiazhuang traffic police detachment discovered a white Buick sedan traveling east without a rear license plate. The officer then directed the vehicle to pull over for inspection. During the inspection, the driver presented his driver's license but refused to show the vehicle registration certificate, and the driver was evasive in response to the officer’s questions. At first, he claimed that the car was borrowed from a friend and the registration certificate was forgotten, then he said that the rear license plate had been lost in heavy rain a few days ago. When the officer prepared to impound the vehicle for further inspection, the driver claimed it was a cloned license plate. When the officer asked the driver to open the trunk, the driver said it contained other people's belongings, which were inconvenient to inspect. Subsequently, the driver deliberately delayed time and refused to cooperate with the inspection. After repeated requests by the officer, the driver reluctantly opened the trunk, revealing four more license plates inside. Including the one on the car, the driver had a total of five license plates, which even surprised the officer.

According to the driver Wu, the four license plates in the trunk were all fake. He usually never carries or hangs his real rear license plate when driving, and he couldn't even remember what his real rear license plate number was. He mainly used the fake license plates to avoid being caught by electronic surveillance for speeding or illegal parking.

Due to failing to hang the license plate as required and suspected use of a fake license plate, the driver was fined 1000 yuan and penalized with a deduction of 12 points.
