A large number of security guards maintained order at the forced demolition site.
Workers were working on the roof without any protective measures.
All illegal structures must be demolished.
This time, a big move was made: Kunming villas to collectively lose weight before the year-end.
It is not uncommon for villas and residential buildings in Kunming to become taller and larger. Yesterday, the Kunming City Urban Management Comprehensive Law Enforcement Bureau led urban management departments from various districts to observe and learn from the Dianchi Resort Area, which has been most effective in its current anti-violation work, and issued requirements: by the end of this year, illegal constructions privately built in residential areas, especially villa areas, should be rectified or demolished, and for the first time, measures such as interviews and urging will be taken against owners who refuse to cooperate with the private construction.
On-site Witness
More than 90% of the villas in Dianchi Yilian have been privately built illegally.
After going around the community with law enforcement officers, it was almost impossible to find a villa without any private construction. All the villas were being demolished, and it was messy everywhere; the passages between the villas were full of debris and rubble from the demolished buildings.
Residents of Dianchi Weicheng were found to be building illegally despite orders to stop.
Dianchi Weicheng was the second community visited yesterday. Although the behavior of private construction was not as prominent as in the Dianchi Yilian community, law enforcement officers still discovered that residents of unit 4F-1 on Breeze Island had used plastic sheets to block and hide the construction of terraces when the resort area required the removal of illegal constructions. Such behavior was incomprehensible even to law enforcement officers.
It is understood that Dianchi Weicheng is a high-quality villa community with duplex, twin-house, and courtyard-style villas. The law enforcement department believed that the reason why private construction is more likely to occur in villa areas is that the structure of villas objectively creates many construction conditions. Each household has many terraces and gardens in front of their doors, so residents tend to enclose and build structures on the terraces to increase living space. Such behavior not only destroys the overall landscape of the community but also reduces the quality of the community and brings safety hazards.
The cost of each privately constructed building being demolished exceeds ten thousand yuan, resulting in significant economic losses. Law enforcement officers stated that as long as it is private construction, it needs to be rectified and demolished. Regardless of the situation, it will cause significant economic losses. Self-demolition will result in less loss than forced demolition by law enforcement departments, because when residents dismantle it themselves, they can leave and utilize resources that can be reused. However, once the stage of forced demolition begins, the intensity and strength of the demolition will be greater.
Remedial Measures
In order to effectively curb the recent situation where illegal construction behaviors in residential areas, especially villa areas, in Kunming continue despite prohibitions, the Kunming City Temporary Demolition and Greening Leadership Group decided to carry out special rectification work focusing on illegal buildings in villa areas.
