The SAR government possesses abundant financial resources and may even use the land fund to lead the reclamation project instead of allowing businessmen to reclaim land and occupy it long-term without a consensus. Due to the high societal attention on land allocation issues, the SAR government should in the future allocate land through public bidding.
Guan Cuixiang stated that when the government says the land will be used for "economic diversification development," this scope is too broad. In the future, clear definitions must be made to explain how the land can promote Macao's economic development so that society understands its purpose. She believed that the key to land use lies in planning. After extensive consultation with society to reach a consensus, the land fund could even be used to lead the reclamation project, changing the previous practice of awarding private enterprises long-term control over reclaimed land.
Guan Cuixiang believed that land allocation has become an issue of high public concern and extreme sensitivity. Even if there are clear usage targets after reclamation, land should still be allocated through public bidding to maintain fairness and transparency.
Cui Shiping pointed out that although the State Council approved the SAR government's reclamation area which differs from the original proposal, it ultimately responds to the sustainable development needs of the Macao city. He hopes relevant departments adhere to the original planning direction for development, avoiding unreasonable occupation or using the land for gambling industry purposes. Instead, the land should meet Macao's productivity development and regional economic cooperation needs, prudently utilizing land resources.
Cui Shiping believed that due to the recent impact of the financial tsunami and a series of regional cooperations such as coordinated development studies of the Greater Pearl River Delta towns, the SAR government should explore the existing plans and make appropriate adjustments according to the current environment to align with overall regional economic development. He also indicated that the central government had earlier approved the land use for University of Macau in Hengqin, and now has approved Macao’s reclamation, alleviating the overall shortage of land resources in Macao. Macao should manage its land resources carefully with a responsible attitude.
Ou Jinxin expressed that the SAR government should control the reclamation process rather than allowing developers to reclaim and dominate land. The procedures should involve the SAR government reclaiming land followed by public bidding to ensure normal market operations and prevent interest transfers. He believed commercial land must go through public bidding, and even if public welfare organizations apply for free land allocation to develop public welfare projects, decisions should not be made by a few officials but through reasonable mechanisms to restrict official arbitrariness and excessive discretion.
