An incident occurred when a Philippine cargo ship docked in Hong Kong. Customs officers were conducting a routine inspection onboard when they were suddenly attacked by a man hiding on the ship. The man injured the customs officers and fled to shore. In the following days, multiple murder cases happened near the docks. The victims included police officers, civilians, and even gangsters. The identity of the killer and his motives remained unclear. Detective Yeung Lai-ching of the Hong Kong Police Force took over the investigation. She deduced that the attacker was connected to the man who escaped from the ship that day. The captain and his younger brother of the ship claimed that the man was a refugee they had rescued at sea. He suffered from amnesia and had violent tendencies.

The police high command instructed Yeung Lai-ching to intensify the pursuit of this violent criminal. If necessary, for the peace of all citizens in Hong Kong, they authorized her to execute him if needed. The suspect was evading capture everywhere. Due to his amnesia, he had no memory of his past and was unfamiliar with Hong Kong. Instinctively, he only knew how to defend himself violently, becoming the number one dangerous person condemned by everyone. Yeung Lai-ching intensified her investigation and learned from informants that he was hiding in a prostitute's house. Yeung Lai-ching carefully planned to capture him in one fell swoop. Unexpectedly, she also caught the captain’s younger brother at the scene. During the detention period, the police interrogated them harshly, but they remained silent. One night, both managed to escape, shocking the police greatly. Unfortunately, Yeung Lai-ching lacked evidence, and her superior naturally did not believe her one-sided words. As for what Yeung Lai-ching said about the pirates framing an innocent person, it was dismissed as baseless. In fact, he was the sole survivor of a high-seas hijacking case, held hostage by the pirates. Luckily, he was an old friend with some pirates onboard, which allowed him to escape but was framed by the pirates for murder. Moreover, due to the pursuit by the pirate group, he had to run for his life.
