The story of the autumn Japanese drama "Tokyo" with Chinese subtitles starts in a parking lot in New York. Here, drug trafficking groups from Japan and the U.S. are about to conduct a transaction. The police have already been deployed, ready to capture all members of the mafia after the deal is done. This operation is led by Sotaro Takakura (played by Shun Oguri) from the New York City Police Department. On the Japanese side, Detective Kozo Kudo (played by Mizushima Hiro) from the Tokyo Metropolitan Police Special Investigation Division and his junior Keiichi Horiguchi (played by Ryo Setouchi) participate in this action. Just as the transaction is about to begin, although the police have surrounded them, the mafia takes advantage of an exploding car to escape. The determined Sotaro Takakura wants to catch the Japanese mafia boss but fails.

At the scene, a Japanese woman named Yuki Matsumaga (played by Yuriko Yoshitaka) who has lost her memory is left behind. Sotaro Takakura escorts Yuki back to Japan, and Kozo Kudo is forced to assist Takakura, who is eager to uncover the hidden memories of Yuki. The two of them monitor the protected Yuki in a room inside an apartment. Sotaro Takakura notices a suspicious car monitoring the apartment. By tracking that car, Sotaro Takakura and Kozo Kudo arrive at an abandoned house where they arrest two suspects. However, Sotaro Takakura feels that things aren't as simple as they seem.

Irrelevant to Sotaro Takakura and Kozo Kudo's plans, Yuki herself also wants to recover her memory. Sotaro Takakura and Kozo Kudo ask Keiichi Horiguchi for help, letting him accompany Yuki on outings. During this time, Sotaro Takakura feels like he is being monitored and cannot shake off his doubts. He searches the abandoned house again and finds a third person - Hideo Tayashima (played by Kengo Kora). Subsequently, Sotaro Takakura and his team begin to pursue Tayashima.
