The story unfolds in a parking lot in New York where Japanese and American drug trafficking groups are about to conduct a transaction. The police have been deployed, ready to apprehend the mafia after the deal is done. This operation is led by Takumi Takakura (played by Shun Oguri) from the New York Police Department. On the Japanese side, Detective Kudo Maruo (played by Mizushima Hiro) from the Tokyo Metropolitan Police Special Investigation Division and his junior detective Horiguchi Keiji (played by Ryo Sugisaki) are participating in this operation.
Just as the transaction is about to begin, although the police have surrounded them, the mafia members escape amidst a car explosion. The determined Takumi Takakura wants to capture the head of the Japanese mafia but fails. At the scene, a Japanese woman with amnesia, Yuki Matsunaga (played by Yuriko Yoshitaka), is left behind. Takumi Takakura escorts Yuki back to Japan, and Maruo is forced to assist Takumi, who is eager to uncover the hidden memories of Yuki.
In an apartment room, they monitor the protected Yuki. Takumi discovers a suspicious car monitoring the apartment. By following that car, Takumi and Maruo arrive at an empty house where they arrest two suspects. However, Takumi feels that things aren't as simple as they seem. Regardless of Takumi and Maruo's plans, Yuki herself also wants to recover her memory. Takumi and Maruo ask Horiguchi to help by accompanying Yuki on an outing. During this time, Takumi feels like he is being watched and cannot shake off his doubts. He searches the empty house again, and a third character emerges - Hideomi Tsuboshima (played by Kankuro Nakamura). Subsequently, Takumi and his team begin to pursue Tsuboshima.
