The story unfolds in a parking lot in New York, where a drug transaction involving crime syndicates from Japan and the U.S. is about to take place. The police are ready to raid after the deal is done, with the operation commanded by Takumi Takakura (played by Shun Oguri). On the Japanese side, Detective Maruo Kudo (played by Mizuho Nakashima) from the Tokyo Metropolitan Police's Special Investigation Division and his junior Keiichi Horikawa (played by Ryo Masachi) are participating in the operation. As the deal begins, the police surround the area, but the mobsters escape amidst a car explosion. Takumi Takakura, determined to capture the Japanese mafia boss, fails as the boss escapes.
At the scene, a Japanese woman, Yuki Matsunaga (played by Yuriko Enishi), who has lost her memory, is left behind. Takumi Takakura decides to escort Yuki back to Japan. Maruo Kudo is reluctantly forced to assist Takumi, who is eager to uncover the hidden memories of Yuki. In an apartment room, they monitor the protected Yuki. Takumi discovers a suspicious car watching the apartment and tracks it to an abandoned house, where he and Maruo arrest two suspects. However, Takumi feels that something isn't right.
Regardless of Takumi and Maruo's plans, Yuki herself wants to recover her memory. Takumi and Maruo involve Horikawa to help by accompanying Yuki on an outing. During this time, Takumi feels like he's being watched and can't shake off his suspicions. He revisits the abandoned house for another search, where a third character emerges: Hidekazu Tsuboshima (played by Kengo Horiuchi). Subsequently, Takumi Takakura and his team begin pursuing Tsuboshima.
