Can access QQ but cannot open web pages?

A friend asked me why his computer could log into QQ but couldn't open webpages. My first thought was that his IE browser had been infected with rogue plug-ins or maliciously modified, so I immediately recommended "360 Safeguard" to him. However, after 360 finished scanning, it indicated that no such plug-ins were found!
