County Post Office Party Newspapers and Periodicals Issued _

At the working conference on the issuance of party newspapers and periodicals held by the county post office, each leader and comrade, during the time when the entire party is seriously studying and implementing the spirit of the 3rd and 4th Plenary Sessions of the 16th Central Committee of the Party, today we are holding the 2005 annual county-wide conference on the issuance of party newspapers and periodicals. This conference aims to implement the main spirit of the October 21st town party newspaper and periodical issuance meeting, summarize the work of the 2004 county party newspaper and periodical issuance, commend the advanced, and mobilize and deploy for the 2005 county party newspaper and periodical issuance.

Taking this opportunity, I, on behalf of the county post office, extend the warmest gratitude to the leaders attending today's meeting and to all units and departments that have long cared for and supported postal services. Below, according to the arrangements for the meeting, I will give a speech on two aspects.

Firstly, the basic situation of the 2004 party newspaper and periodical issuance: The issuance of party newspapers is an important part of the party's propaganda work and a glorious political task assigned to the postal department. In 2004, under the correct leadership of the county party committee and government, with the joint efforts of various towns, departments, and units, satisfactory results were achieved, completing the issuance target of party newspapers and periodicals in a short period of time. A total of 287 sets of people's newspapers were issued, accounting for 102% of the plan; Seeking magazine was issued at 239 copies, accounting for 110% of the plan; Jiangxi Daily was issued at 1775 copies, accounting for 103% of the plan; Jiujiang Daily was issued at 2935 copies, accounting for 112% of the plan; Banyuetan was issued at 924 copies, representing 98.29% of the plan; Outlook was issued at 68 copies, accounting for 226% of the plan.

Reviewing the entire 2004 county party newspaper and journal publication work, achieving more satisfactory results can be attributed to three main reasons:

1) Leadership laid the foundation for the smooth distribution of party newspaper publications. In 2004, the county party newspaper and periodical issuance received great attention from leaders at all levels. Secretary Zhu Zhongjian of the County Party Committee made an important speech at the county party newspaper and periodical issuance meeting, Vice Secretary Wang Li of the County Party Committee repeatedly emphasized catching up with the distribution of party newspapers and periodicals, and Deputy Secretary Zhu Zuoqing of the County Party Committee detailed the central control over the indiscriminate spread of newspapers, enabling various departments to correctly understand and grasp the central instructions on both catching good newspapers and rectification as well as catching good party newspaper and periodical issuance work. To ensure the task was implemented effectively, all units and departments decomposed the issuance tasks layer by layer and specifically fulfilled them. Last year, through models leading the way, meetings scheduling, setting dispensing points, grassroots supervision, regular briefings, and time-limited issuance measures, further enhancements were made. Public, private, and cultural poverty alleviation subscriptions were actively promoted among cadres above the secondary division level throughout the county. Particularly, key publications of party newspapers were identified, laying a solid guarantee for fully completing the tasks of party newspaper issuance.

3) Management optimization provided conditions for the successful issuance of party newspapers. My county post office fully utilized its role as the main channel for press issuance, cooperating with all levels of the Party committee's propaganda departments to do a good job in the issuance of party newspapers and periodicals. Actively using concise catalogs of newspapers and periodicals, banners, and extensive propaganda built momentum, creating an atmosphere and guiding subscriptions. Making full use of business outlets, community services, and delivery personnel to carry out the issuance work of party newspapers. By setting fixed times, stations extending additional seats, implementing telephone booking, home sellers, and convenient services, subscriber needs were met. At the same time, to eliminate user concerns about missing or fewer printed issues, a public commitment to a penalty compensation mechanism was made. In organization and timing, quality management of newspaper passage time and delivery was launched, improving service quality, eliminating delays and leakage casting phenomena. Meanwhile, through optimizing the postal network, daily coaches transported mail to each village and town field, reasonably adjusting freight time, shortening the road time for press, accelerating transmission speed, ensuring that People's Daily, Jiangxi Daily, and Jiujiang Daily hit rates reached 100%, and rural and town day editions hit rates reached 80%.

Secondly, the basic requirements for the 2005 party newspaper and periodical issuance: According to the relevant document spirits of provincial and municipal party newspaper and periodical subscriptions, while ensuring the completion of key party newspaper issuance tasks such as People's Daily, Seeking Magazine, Jiangxi Daily, Bright Daily, Economic Daily, etc., we should focus on the distribution of central-level party newspapers and periodicals like Comment and Outlook to achieve the target of firmly having liters.

Below, I present four requirements for how the entire county postal department should conduct the 2005 party newspaper issuance work:

1) Enhance the sense of responsibility for issuing party newspapers and periodicals. Postal services must stand at the height of talking politics, further improve understanding of the importance of issuing party newspapers and periodicals, strengthen the political sense of mission and social responsibility of universal postal services in issuing party newspapers, and play the role of the main channel of postal newspapers and periodicals to actively promote the dissemination of advanced culture. According to the deployment of this conference, closely rely on the Party committee and government propaganda departments, elaborate organization, careful arrangement, coordinated action, and concentrate on the distribution of party newspapers and periodicals.

2) Actively explore new approaches for issuing party newspapers and periodicals in the new situation. With the development of the market economy and changes, the distribution work of party newspapers and periodicals faces many new situations and problems. We must take corresponding measures according to the changing situation and not simply treat the issuance of party newspapers and periodicals as a market activity. Relying on the support of the Party committee and government propaganda departments requires us to continue to strengthen the market management of party newspaper and periodical issuance during the subscription process, resolutely resist behaviors disturbing the order of party newspaper and periodical issuance; on the other hand, continue to implement effective measures proven in the past, such as ordering, dispensing, collecting dues on behalf, subscriptions, cultural poverty alleviation, financial advances, fully mobilizing the enthusiasm of all respects; at the same time, explore self-funded subscription practices for party newspapers and periodicals, such as Private Reserve help, cadre handling one party newspaper and periodical, relying on the Party Committee Propaganda Department of Party members to increase subscription strength.

3) Effectively solve the service problems of party newspaper and periodical issuance. Postal services must adhere to serving readers, firmly establish the concept of customer first, and improve service levels. Actively seek broad support, start the work by doing good publicity, make full use of banners, posters, newspaper column forms to create an atmosphere; cancel out work and rest, increase desk chairs, extend set times, use windows, doors, flow out in various forms to meet societal needs; vigorously carry out various types of content-rich set activities; do a good job in community, rural, and campus work; manage newspaper distribution, transport, and delivery times; seriously handle highly newspaper delivery to door, cogently solve missing reported less print phenomena, implement missing reported less print compensation mechanisms.

4) Hold the medium policy dividing line for party newspaper and periodical issuance. Combat illegal subcriptions behaviors of social distribution stations aimed at personal profit, according to the centralized management approach, standardize the order of party newspaper and periodical issuance, make limited subscription funds go to party newspapers and periodicals subscriptions.
