Three mischievous middle school students threw stones at passing vehicles on an overpass of the highway. A 3-month-old baby, held in his mother's arms, was hit by a stone that penetrated the windshield and unfortunately died.
From classroom to jail cell: A 16-year-old boy sentenced to 6 years in prison
After receiving the report, police in Feidong immediately went to the scene for investigation. They found that there was an overpass near the highway section where Ms. Chen passed through, and nearby the overpass was a school. The police visited the school and discovered that on the night of the incident, three boys had crossed the overpass together. These three admitted that they had thrown stones from the overpass that night. Among them, two were under 16 years old except for Xiao Fei (a pseudonym).
At around 8 PM on April 6th last year, Master Zou was driving towards Nanjing on the highway passing through Feidong County when he heard a loud "bang". The windshield of his car was shattered by an unknown object. Sitting in the passenger seat, Ms. Chen noticed her baby crying and soon realized that blood was gushing from the baby’s head. Master Zou immediately drove to the service area and rushed the child to the hospital overnight. Unfortunately, the infant succumbed to severe cranial injuries and died. The poor child was only three months old.
Such tragedies are not uncommon. On the evening of April 23rd, 2011, Ms. Xing Dan, the wife of Cong Fei (who passed away from cancer in 2006 and was named as one of the "Touching China" personalities), was also killed when a stone thrown by mischievous teenagers struck her while she was driving on the highway. This incident was reported by various media outlets.
After receiving the judicial recommendation, the Education and Sports Bureau of Feidong County took it very seriously. They immediately criticized the school Xiao Fei attended through an official notice, ordered the principal to make a written self-examination, and convened a meeting with all primary and secondary school principals in the county, demanding the establishment of a long-term mechanism for legal education. "According to Article 115 of the Criminal Law, if death occurs as a result, the starting sentence for endangering public safety by dangerous methods is 10 years. We explained the law to Xiao Fei's family and told them that the first-instance court had already dealt leniently with Xiao Fei. His parents then withdrew their appeal." Judge Shen Hao from the Second Criminal Division of the Intermediate People's Court of Hefei City introduced.

Xiao Fei, born in November 1994, lived near the highway. Xiao Fei and his two classmates told the police that at the time, they just thought it was fun.
