Demanding thorough verification from subordinates on urgent reminders
At 14:52 yesterday, Mr. Zhuo called: "I am from the Zhejiang Provincial Social Insurance Management Center. Today, our center's leadership received a fraudulent text message: 'You have an unclaimed social security pension subsidy. Please call as soon as possible at 0571-63007313... I called this scammer's number, and they asked me to call another number, 0571-81762359. They will definitely ask for money in the end! This scammer actually scammed us here! Let everyone be aware and not fall for it!"
Journalist Jian Chen reported after verification: The Zhejiang Provincial Social Insurance Management Center is directly subordinate to the Zhejiang Provincial Department of Human Resources and Social Security, and is the main administrative department of the provincial social insurance agency.
Mr. Zhuo is the director of the office of the Zhejiang Provincial Social Insurance Management Center. "Around 9 in the morning today, the unit leader called me over to discuss the work plan for March. In the middle of our discussion, his phone rang with a text message. After reading it quickly, his face changed..."
The leader mentioned by Mr. Zhuo is about 50 years old and has been engaged in social security management for many years.
"Mr. Zhuo, take a look at this text message," he handed his phone to Mr. Zhuo. The message had only two lines: "Notice! You have an unclaimed social security pension subsidy. Please call the social insurance management center immediately at 0571-63007313."
The leader said angrily, "These scammers are too rampant! I manage social security funds. If there were any subsidies to be issued, how could I not know? I haven't even retired yet, so why would I collect a pension?"
"This year’s policy adjustment for social security pensions has just been issued and is currently being implemented. If retired colleagues receive similar text messages, they might easily believe the scammers' words. We need to pay high attention!" The leader instructed Mr. Zhuo to call the fraudster's number to see how they trick people.
At around 1 PM yesterday afternoon, Mr. Zhuo dialed 0571-63007313. A girl answered seriously, saying, "This is Hangzhou Social Insurance Management Center. We are conducting a social security subsidy application business. Please tell me your name so I can check your subsidy status."
"X Guoqiang." Mr. Zhuo made up a random name.
"Yes, hello, Mr. X Guoqiang. The system shows you still have 1860 yuan in unclaimed social security subsidies. Your social security number is 86258. To claim the subsidy, please contact the finance department at hotline 0571-81762359."
Mr. Zhuo immediately dialed this number. A Cantonese-speaking man verified the "X Guoqiang" and "86258" numbers and said, "Mr. X Guoqiang, we will transfer 1860 yuan in social security subsidies to your bank account. Please tell me your account number."
Mr. Zhuo asked, "As far as I know, claiming social security requires the signature of the party involved. Without my signature, how does your center keep accounts? Also, where is the Hangzhou Social Insurance Center? I want to come personally to collect it."
"The signature can be completed afterward. Our unit is in Shangcheng District," the Cantonese-speaking man replied.
"Which specific road?" Mr. Zhuo asked.
"This... Shangcheng District, Shangcheng Road..."
"Where in Hangzhou is such a road? Who exactly are you? Let me tell you, I am the director of the office of the Zhejiang Province Social Insurance Center! Who are you?"
The man immediately hung up the phone.
At around 3:30 PM yesterday, the reporter dialed 63007313. The girl's response didn't change at all. The reporter fabricated a fake name "Zhang Sifang", and she immediately responded without asking for an ID number, "You have 1860 yuan in unclaimed social security subsidies..."
Afterward, the Cantonese-speaking man took the call again, fabricating a lot of lies. Perhaps realizing the reporter's voice was too young, he suddenly hung up.
Mr. Zhuo said, "Social security pensions will only be disbursed to specific bank accounts, and it's impossible to randomly transfer money. The social security center has never sent SMS messages to individuals. Please don't fall for it. There is only one social security pension consultation hotline, and its number is 12333."
The specific unit responsible for issuing social security pensions in Hangzhou is the Hangzhou Pension Insurance Center, located at No. 123 Qingyin Street.
At around 4 PM in the afternoon, the reporter called the 12333 hotline. The line was busy, and the system indicated that there were 22 callers waiting online.
After waiting more than 10 minutes, the call connected. The operator said, "The citizens who called earlier also received the same fraudulent text message!" This is a type of bank card fraud. Scammers will ask for your bank card number and then instruct you to operate on the ATM machine. The ultimate goal is to transfer the money out of your card.
Hangzhou Social Security Center reminded again: When social security pensions or subsidies are distributed, they will not notify individuals via text message or phone call. To inquire about your social security account, please call the 12333 hotline.
