We learned that since October last year, the party secretary and other county leaders of Xuwen conducted multiple covert surveys on the public security situation. Simultaneously, the entire county launched special operations such as "Autumn Wind" and "Clear Web," implemented grid-based management, and adopted dual measures like plainclothes patrols and mobile armed patrols to reverse the severe public security situation. The number of "double snatch" alerts has been decreasing month by month.

The Secretary Visited Markets and Stations Multiple Times

Affected by various factors, since the second half of last year, criminal and public security cases in Xuwen County have rebounded, with a significant increase in criminal alerts. The "double snatch" cases in the county town were particularly prominent, and several consecutive serious criminal cases caused adverse effects on society, seriously affecting the peace and prosperity of the people.

During the Xuwen County "Two Sessions" in September last year, the county leaders promised: to restore clear skies over Xuwen within three months! Immediately, Party Secretary Zhong Li separately met with the heads of all police stations in the county, captains of various police teams, to diagnose the public security issues and seek solutions.

Around 3 a.m. the next morning, Zhong Li woke up the director of the county party committee office, Li Yi. The two drove around the streets and alleys of Xuwen County town to experience the public security situation. Later, they followed the 207 National Road deep into Hainan Town, where they encountered a couple transporting vegetables to the county town in Beiguan Village. Zhong Li stopped the car, chatted with the villagers, listened to their reflections on the public security situation, and sought their opinions and suggestions.

In November last year, some taxi drivers reported being threatened during their operations. Zhong Li specially hired a taxi to disguise himself as a driver, delving deep into the Haian Port wharf and Haian Bus Station. He spent nearly half a day lingering back and forth at the wharf and station, chatting casually with vendors and having heartfelt conversations with out-of-town guests to obtain firsthand information on the public security situation in Xuwen.

Within three months, Zhong Li utilized evenings, holidays, and other rest days, either riding tricycles or driving taxis disguised as a driver, deeply penetrating key venues such as markets, stations, and wharfs to personally experience the public security environment, listen to public voices, seek good strategies, and address chronic problems.

Solved 215 Criminal Cases Within Three Months

On October 13 last year, Zhong Li and Xuwen County Magistrate Lin Haiwu conducted research at the Public Security Bureau, requiring the reversal of the severe public security situation in Xuwen within three months. Lin Haiwu used weekends, evenings, and other rest times to delve into the grassroots level to hear the voices of the masses; simultaneously, he visited each police station, solving practical difficulties encountered by grassroots police stations through on-site office work.

Since October last year, the Xuwen County Committee and County Government dispatched working groups to the Public Security Bureau, with one county leader stationed daily at the Public Security Bureau to oversee the crackdown and rectification work.

It is introduced that since National Day last year, Xuwen urgently deployed a series of special actions such as "Autumn Wind" and "Clear Web." Grid-based management was implemented, dividing the streets and districts of the county town among various brigades and police stations. Each township police station arranged personnel every night at key traffic points entering the county town to intercept suspicious individuals. Meanwhile, plainclothes patrols and mobile armed patrols worked together, weaving a tight net throughout the entire county.

With the support of the Zhanjiang Municipal Public Security Bureau special task force, the Xuwen Public Security anti-gang special task force carried out five secret large-scale actions, successfully dismantling a certain long-term entrenched organized crime group in Xuwen, and successfully breaking up an armed robbery crime gang, solving multiple armed robbery cases.

It is introduced that from October to December last year, within three months, Xuwen solved a total of 215 criminal cases, arrested 184 criminal suspects, and dismantled 19 criminal gangs involving 76 people. Compared to the previous three months, there were 69 more criminal cases solved, six more criminal gangs dismantled, and an increase of 25 people. Successively solved were the "10.25" Xuwen middle school student gun murder case, the "10.23" taxi driver robbery and murder case, and the "9.14" Qujie Tianyang villager hacked to death case, with a homicide case resolution rate of 100%. According to statistics from 110, the number of "double snatch" alerts in the entire county decreased month by month.
