According to Legal Evening News (reporter Pei Xiaolan), Liang Da, a member of the Kangying Village Committee in Sunhe Township, Chaoyang District, is suspected of colluding with the manager of a company to defraud the Chaoyang District Government of over 100 million yuan in demolition compensation funds. He also allegedly instructed the village committee to fabricate false documents and evidence, deceiving the government into providing 32.66 million yuan in business suspension compensation. Today, it was learned that Liang Da and others have been prosecuted for fraud by the Beijing No. 2 Intermediate People's Court, and all involved funds have been frozen.

The prosecution charges that from July to August 2009, Liang Da colluded with Ma Tao during the land reserve demolition process in Kangying Village, Sunhe Township, Chaoyang District. They used Ma Tao's Beijing Shijian Prosperous Real Estate Appraisal Co., Ltd. to fabricate false appraisal report data, defrauding the Chaoyang District People's Government of over 100 million yuan in demolition compensation funds.

Liang Da, currently 41 years old, has only a junior high school education. In September 2000, he was sentenced to eight months in prison for intentional injury by the Chaoyang Court and was released on May 9, 2001 after serving his sentence. Afterward, he became a member of the Kangying Village Committee in Sunhe Township, Chaoyang District. Also prosecuted alongside Liang Da are Ma Tao, the manager of Beijing Shijian Prosperous Real Estate Appraisal Co., Ltd., and Zhang Xin, an official at the Kangying Village Committee in Sunhe Township, Chaoyang District.

Currently, all these cases are under review.

In August 2009, during the government land reserve demolition project in Kangying Village, Sunhe Township, Chaoyang District, Liang Da allegedly instructed Zhang Xin to issue fabricated agreements and proofs stating that six individuals including Li Mou rented land for warehousing operations, as well as false documentation claiming that the Kangying Lake Nursing Home had officially commenced operations. Through these actions, they defrauded the state of over 32.66 million yuan in business suspension compensation.

The prosecution believes that Liang Da, Ma Tao, and Zhang Xin disregarded national laws, sought personal gain, and aimed to illegally possess state assets through fabricated facts, defrauding the state of an exceptionally large sum of money. They should be held criminally responsible for fraud.

Additionally, Luo Zhenjun, the former deputy manager of the Beijing Sunhe Agricul-industrial and Commercial United Company, failed to take effective measures to ensure the authenticity and legality of relocation materials, as well as the safety and reasonableness of relocation fund usage during his duty performance. His inadequate review during the signing process for the distribution of relocation compensation led to Liang Da defrauding a total of nearly 1 billion yuan in government land reserve funds during non-residential housing demolition compensation. As a result, Luo Zhenjun is also being pursued for criminal responsibility in a separate case.

On May 14 of last year, Liang Da was criminally detained by the Chaoyang Branch of the Nanjing Public Security Bureau. Subsequently, Ma Tao and Zhang Xin were also detained on July 6 and August 2 respectively. On June 21 this year, the Beijing Higher People's Court designated the case to be under the jurisdiction of the Beijing No. 2 Intermediate People's Court. All involved funds have been fully frozen.
