Hu Jianmin, the team leader of a village abused his power and embezzled 96021 RMB yuan which is the land contracting fees of 65 villagers. In May 2007, he colluded with Ma Zhanyi, the accountant of the village to plant vegetable under the name of the village group, embezzling 96021 RMB yuan which is the land contracting fees of 65 villagers. Then he abused his power again, taking the profits as his own. In August 2007, the criminal Hu Jianmin reimbursed the expenses of 152095.98 RMB yuan in the form of temporary payment,挪用小组帐务资金进行报销. In 2009, the criminal Hu Jianmin colluded with the accountant Ma Zhanyi again, collected the land earnest money from the villagers in the name of raising funds for building houses, deceiving and misappropriating more than 500000 RMB yuan of the villagers' capital (later ruled as 480000 RMB yuan by the court).
