Comprehensive popularization of smart water meters: new buildings will be required to install them. Starting from July 1st, the city of Xiamen in Fujian province will fully implement the use of smart water meters, and all newly constructed buildings will be required to compulsorily install direct-reading smart water meters.
According to reports, last year, the Waterworks Group piloted the installation of smart water meters for 58 households in Nanyue Villa, and users provided positive feedback. The biggest difference between smart water meters and traditional ones is that the water consumption of smart water meters can be checked in real-time via a network connection. Additionally, when there are abnormalities in water usage, the system will automatically alarm, allowing users to avoid unnecessary losses.
Approved by the Xiamen municipal government, starting from July 1st this year, all new construction projects (including secondary water supply projects) in Xiamen city that newly apply for water usage must install direct-reading smart water meters. Construction costs will be collected by the Waterworks Group from development and construction entities and included in the residential construction costs. For existing secondary water supply buildings and neighborhoods, renovations will gradually take place on a voluntary basis, with applications generally led by the neighborhood owners' committee.
In the next step, relevant departments will also introduce detailed implementation rules, making more explicit regulations on the implementation methods for promoting smart water meters and the sharing of costs.
