On the morning of April 8, He Yong was working at an illegal gutter oil black workshop near Hengxing Primary School in Chaoyang Village, Tangxia Town. At that time, he stood on the edge of an oil pot measuring 2 meters long, 1 meter wide, and 1.5 meters high to collect oil. The oil pot contained gutter oil being refined.

On the afternoon of May 9, after the incident was exposed by the media, the Tangxia Town Committee and Town Government of Dongguan City immediately formed a joint law enforcement team to dismantle an unlicensed gutter oil processing shed located in the Lintianxia Lychee Garden in the Pingshan Community of Tangxia Town, destroying the processing tools and confiscating two vehicles used by the illegal operators. Law enforcement officers also cleared another gutter oil workshop located at the boundary between Chaoyang Village and Putixinhu Community in Tangxia.
Yesterday afternoon, relevant responsible persons from the Dongguan Food Safety Committee re-inspected the above-mentioned workshops. At the scene, reporters saw that the area of the illegal gutter oil processing black workshop where He Yong had the accident was about 50 square meters. Although the processing pool had been filled, it still emitted a foul smell from time to time. Another black workshop was located by the Shima River at the boundary between Chaoyang Village and Putixinhu Community in Tangxia. The surrounding area was full of sewage flowing everywhere, and untreated sewage could be directly discharged into the river.
It was learned that the black workshop where He Yong had the accident was jointly dismantled by the Tangxia enforcement department in July last year, but it reappeared in the same location this year. Relevant departments are investigating this matter.

He Yong said that the raw materials for refining gutter oil in the workshop come from Shenzhen and are collected locally in Tangxia. Zhu Jian, He Yong's brother-in-law, said that the boss of the black workshop where He Yong worked had been doing this in Shenzhen before, but later moved to Dongguan because Shenzhen started cracking down on such activities.
Currently, the Tangxia Town of Dongguan has established a task force to investigate the sales direction of gutter oil, fully investigating the person in charge of the workshop and the sales direction and distribution scope of the processed gutter oil.
Law enforcement personnel said that gutter oil and the extract of kitchen waste and swill oil are different. Only the extract of kitchen waste and swill oil that flows onto dining tables is colloquially referred to as gutter oil by citizens; the extract of kitchen waste and swill oil can be used as chemical raw materials, fertilizers, and other purposes, which is a relatively large market.
