Southern Rural reported on October 15 that Chen Juan, an official at the Shuikou Town Finance Office in Xingning City, Guangdong Province, misappropriated more than RMB 300,000 this year from the town's rural cooperative medical fund and officials' endowment insurance fund by taking advantage of his position. He then fled after forging other people's names to issue checks for withdrawing over RMB 60,000 from the rural cooperative medical fund and officials' endowment insurance fund.
From January to June this year, Chen Juan used his role as cashier at the Xingning City Shuikou Town Rural Cooperative Medical Management Office while also being responsible for the town's officials' basic endowment insurance work. He forged the names of Liu Moukun, Chen Mouzhao, Peng Mouhua, Liu Moufang and others to misappropriate the town's rural cooperative medical fund a total of 11 times amounting to RMB 287,585 and once misappropriated RMB 20,000 from the town's officials' basic endowment insurance fund, totaling RMB 307,585. All these funds were used for purchasing lottery tickets and other activities.
On June 28, Chen Juan took advantage of his position to forge the names of Wu Mouzhao and Liu Moukun to issue two checks, withdrawing RMB 16,744 from the rural cooperative medical fund at the Xingning City Shuikou Credit Union. On the 27th and 28th of the same month, Chen Juan withdrew RMB 44,216.42 in two installments from the town's officials' endowment insurance fund.
On August 4, the police captured Chen Juan who had fled. On September 13, the Xingning court made a first-instance judgment on this case: Chen Juan was sentenced to sixteen years in prison and fined RMB 30,000 for the crimes of embezzlement and corruption. Considering that he confessed to his crimes after being captured, he was given a lighter punishment. After combining the sentences, it was decided to execute a fourteen-year prison sentence and confiscate personal property worth RMB 30,000. (Source: Southern Rural)
