Bi-weekly July 4, Zaozhuang News (trainee reporter Yuanpei Min): At 8:00 on the 4th, on Guangming Road in Zaozhuang City, urban administration officers were in the process of managing when they had an earlier dispute with a shop owner. Ms Leung came up next to the shop owner trying to arbitrate, but also got involved in the dispute. During the dispute, she was bitten on her left thumb by a female administrator who then chased her.

On July 4 at 8:00, on Guangming Road in Zaozhuang City, the Qi Na breakfast shop owner had not yet cleared the outdoor items before the residence. At this time, the Guangming Road Team from the City District Law Enforcement Bureau came to the shop door for enforcement and a dispute arose during the process.

The situation escalated into a physical fight.

At 11 o'clock, the reporter saw Ms Leung just returning from the hospital with Captain Zhang of the Guangming Road Team. Captain Zhang told reporters that during the dispute, Ms Leung's finger was injured by being bitten by a female officer. He stated this was just an accident, and the team did not intentionally bite her. Reporters observed that Ms Leung's fingers were already bandaged. Ms Leung told reporters that her fingers hurt down to the cartilage, and while trying to pull the two sides apart during the dispute, she didn't know how it happened, but she was bitten.

During the dispute between both sides, at Ms Leung’s store, a 50-year-old woman fell to the ground, her body covered with flour. Nearby, supermarket owner Mr Song saw someone fall, quickly approached and helped her up, but ended up getting into a fight with the urban management cadre.

Regarding Mr Song's actions, Captain Zhang said that when he was providing an alibi, it was unclear exactly how things unfolded in the end.

It is understood that the two sides were at loggerheads for some time. Captain Zhang of the Guangming Road Squadron often conducted on-site mediation during law enforcement, and after being bitten, accompanied Ms Leung to the hospital for dressing. Captain Zhang told reporters that shops not closing early enough leads to normal urban management enforcement, and disputes arise due to language conflicts. Initially, there was verbal confrontation, which later turned into physical contact.

In the afternoon, Captain Zhang once again explained to several shops, hoping that people could understand the tough law enforcement of the team, as they are doing it for the benefit of the city limits.

The dispute started from 8:00 until the mediation team led by Captain Zhang arrived, Ms Leung went to the hospital with a bandage, and then the law enforcement team left. The whole process lasted 40 minutes. Many casual citizens witnessed this process; some also stopped to gather around. Some members of the public took photos, while others recorded videos.

Mr Wang said that regarding such incidents, both sides should understand each other, not oppose each other, as no one benefits from conflict. There are people who believe that whether urban managers or operators, when faced with issues, they should exercise restraint and solve problems calmly. Resorting to violence is not important, and no one gets hurt badly.
