Recently, an online post titled "A Demolished Woman Vents Her Anger by Violently Intruding Into Private Residences and Threatening and Intimidating Neighborhood Owners" has garnered tens of thousands of clicks. The post claims that a female police officer from the Provincial Public Security Department violently caused a disturbance at the prison. Netizens revealed that this incident originated from the demolition of the female police officer's house, and pictures of Ms. Qi's demolished house were posted. The female police officer stated that the Sheshan Prison had demolished the house she had lived in for 30 years, and in her haste, she acted impulsively, but it was far from the so-called "private intrusion" and "barbarism" exposed in the online post.
Sheshan Prison, however, claimed that they were reclaiming public housing, and the female police officer indeed blocked the gate with a police car and then caused a disturbance at the office building. She also smashed the security door of a leader of Sheshan Prison's house with bricks.
Part A: Exposure in the Online Post
Female Police Officer Drives a Public Car into the Office Building of the Prison
"Driving a provincial public security department vehicle with Anhui O license plate to the prison gate, then entering the prison office building and causing a disturbance..." An online post titled "A Demolished Woman Vents Her Anger by Violently Intruding Into Private Residences and Threatening and Intimidating Neighborhood Owners" has garnered tens of thousands of clicks. Netizens named "Water Lotus" and "Diary Not Recorded" successively published multiple posts exposing the same event, claiming that a female police officer from the provincial public security department violently caused a disturbance at the prison. The post also vividly displayed video screenshots and photos.
Hours later, another netizen who claimed to know the inside story revealed that the incident stemmed from the demolition of the female police officer's house, and pictures of Ms. Qi's demolished house were posted.
On August 16, netizens "Water Lotus" and "Diary Not Recorded" posted on the Hefei Forum within an hour of each other, exposing that at 14:40 on August 15, 2010, a female police officer from the provincial public security department, dissatisfied with the demolition of her relative's illegally constructed house at Sheshan Prison, privately drove a police car with Anhui O00*** license plate to block the entrance of the prison office building. After someone took photos, she parked the police car at the staircase of the prison office building and entered the office building with two other people, causing a disturbance for nearly two hours.
The post claims that around 16:30, the female police officer drove the same police car with two other people, carrying bricks and hammers, and forcibly intruded into the residence of a leader of Sheshan Prison. Without being allowed to enter, they smashed the security door of the leader's house with bricks and hammers, causing serious damage. The post also attached video screenshots of the female police officer entering Sheshan Prison and photos of the damaged security door of the prison leader's house, sparking widespread condemnation from netizens.
Part B: Statements from the Parties Involved
House Was Demolished; Went to Investigate the Situation
Ms. Qi said she felt wronged, as the house she had lived in for 30 years was demolished by Sheshan Prison without notice. "At noon on August 15, I received a call from my sister-in-law saying that Sheshan Prison had sent over 100 people and two excavators to demolish my parents' house. When I heard this, my head buzzed."
Regarding the claim in the online post about driving a public car, Ms. Qi explained, "I specifically reminded myself that under such circumstances, I shouldn't use the unit's car." She waited for a taxi at the dormitory entrance, continuously calling 110 during the process, but after nearly 20 minutes of waiting and another urgent call from her sister-in-law, she had no choice but to drive the Anhui O-licensed unit car.
When she arrived at her home at Sheshan Prison, all she saw was a pile of rubble, with her sister-in-law and younger sister crying nearby. "The demolition crew had already left. Our whole family wanted to find the warden of Sheshan Prison to understand the situation, so we drove to Sheshan Prison. The security guard said the vehicle could only be temporarily parked at the entrance, so I walked to the office building."
"Later, they called 110, and 110 instructed me to park the car within the compound, which I followed." Ms. Qi indicated that during the time in the office building, she did not hit, smash, or rob anything. "It was just that my younger sister spoke rather harshly." In the absence of the warden, they went to his home in Luyuanju. "I didn't lay a hand on anyone, but my younger sister was indeed very angry at the time, possibly going too far."
Part C: Statements from the Parties Involved
The House Where They Had Lived for 30 Years Was Demolished
Ms. Qi's previous house covered a large area, with a yard and fish pond. Under the rubble, one can still see household appliances like air conditioners, fans, computers, as well as some shoes and clothes. Many trees around were also lying scattered on the ground.
According to nearby shopkeepers and security guards, there was indeed a dispute here at noon on August 15, "It seems the residents didn't want to move, but the prison people forcibly demolished it." This even alerted the 110 emergency services.
"This house was self-built in 1976. The living quarters, kitchen, and surrounding trees were all constructed by us ourselves." Ms. Qi stated that her family had lived here for over 30 years, and both her parents passed away in 1986 and 1999 respectively. "In 2000, Sheshan Prison sued us in court to reclaim our house, claiming our self-built house was an illegal structure. After tracing back through history, the court dismissed Sheshan Prison's lawsuit."
"After that, we continued to live here. We once tried to buy back the ownership of this 120 square meter house, but the prison did not agree." Thus, the matter was delayed.
Recently, Sheshan Prison planned to demolish the houses. After multiple communications, both sides failed to reach an agreement, leading to negotiation failure. "In between, they cut off our water and electricity for more than two months." By August 15, the event unfolded. "My younger sister and others had just gone out for lunch when a familiar person called her to say the house was being demolished. She rushed back after putting down her chopsticks, but the house had already been demolished. Apart from the clothes on their bodies, all the paintings, books, and valuables in the house were buried under the rubble."
Part D: Sheshan Prison
Implementing Public Housing Cleanup
"The property rights belong to us." Regarding the house that Ms. Qi claimed was demolished, relevant staff members of Sheshan Prison stated that the house belonged to public housing. Sheshan Prison specially submitted a situation explanation to our newspaper, stating that the house was built by the unit in 1977 and was only for Ms. Qi's father and his spouse to live in, belonging to public housing. In 1990, the Hefei Real Estate Bureau clearly confirmed that Sheshan Prison owned the property rights of these four rooms.
"In 1998, Ms. Qi's several children built a 185-square-meter house on the north side of these four bungalows to open a hotel. We repeatedly dissuaded them, but it was ineffective. In 1999, Ms. Qi's parents both passed away, and in 2000, Sheshan Prison attempted to reclaim this public housing but failed."
On the morning of August 15, after unsuccessful negotiations, "we implemented the cleanup of public housing and demolished the public housing and the subsequently illegally constructed houses by them. Ms. Qi drove the Anhui O police car, first blocking the main gate of Sheshan Prison's office building, then unreasonably纠缠with her sister inside the office building. The prison arranged relevant staff to receive them, but she did not listen."
"At around 16:30, Ms. Qi, along with her sister and sister-in-law, went to the residence of a certain leader of Sheshan Prison. Since they were not allowed to enter, they used bricks and other tools to smash the leader's door, causing serious damage to the security door. Afterwards, they verbally abused the leader and his family in the neighborhood." Sheshan Prison insists that they demolished public housing with land use rights and house ownership belonging to Sheshan Prison, as well as the illegally constructed houses by Ms. Qi's children.
