Morning Post News: The annual technology work plan for the traffic patrol police system has been recently outlined. Five major systems - video surveillance, traffic signal control, information management, intelligent transportation, and long-term management research topics - are the main courses at this banquet, collectively contributing to alleviating traffic congestion and ensuring smooth traffic flow.
Among these, in driver management, an initial "Information System for Managing Out-of-Town Vehicles and Drivers in Shanghai" will be established. Additionally, there will be upgrades to existing business management software for vehicle drivers, violation scoring, license reviews,异地 (异地 means '异地' or out-of-area) exchange of driver violation information, and handling violations recorded by the "electronic police." It is reported that the new "electronic police" system will be networked with all exit points in the city. Out-of-town vehicles flagged by the electronic police as violators will immediately appear in the computer database at the exit points. Vehicles with out-of-town plates that have violated traffic laws in Shanghai must pay their fines before leaving the city. Of course, the success of this system also depends on close cooperation from traffic management departments in other regions.
In terms of parking fees, the city will take the opportunity of introducing a new parking fee standard and implementing the "Shanghai In-Road Motor Vehicle Parking Plan" to trial "metered" (a term borrowed from Hong Kong, referring to electronic timing meters) management measures for motor vehicle road parking. This will further promote research into technical equipment and management systems for road parking.
Regarding road monitoring, important intersections along the "three verticals and three horizontals" roads within the inner ring line and surrounding areas of the F1 racetrack will either supplement or newly install road CCTV monitoring points. Video cameras will be installed on several sections to detect traffic flow.
