At the beginning of this year, the Comprehensive Management Committee of Guangzhou Municipal Government decided to launch an "Establish Safe Power Grid" activity across the city. This aims to prevent and reduce the occurrence of external power grid accidents, enhance the safety protection efficiency of power facilities, and ensure the safe and stable operation of the Guangzhou area power grid. These objectives are now included in the construction work for a safe Guangzhou. This is an innovation by Guangzhou to strengthen social management and create a safe Asian Games. It has extremely important significance for ensuring the safety and smooth hosting of the Asian Games. Zhong Jianping, the full-time vice secretary of the Political and Legal Affairs Commission of the Guangzhou Municipal Committee of the CPC, and the head of the leading group for establishing a safe power grid in Guangzhou, introduced the significant meaning of carrying out the "Establish Safe Power Grid" activity.
"The 'Establish Safe Power Grid' is an important prerequisite to ensure the safe and smooth hosting of the Asian Games," Zhong Jianping explained. The supply and use of electricity relate to all aspects of people's production and life. Ensuring the safe and stable operation of the power grid carries great responsibility. Especially during the Asian Games, ensuring normal power supply is crucial for the smooth opening and closing ceremonies and competitions. If during the opening or closing ceremonies or competitions, cables are cut due to illegal construction or ultra-high trees planted under transmission lines cause branches to swing in the wind and trigger line trips resulting in power interruptions, causing the inability to conduct the opening or closing ceremony or competitions, it would be considered a major accident. Conducting the "Establish Safe Power Grid" activity aims to eliminate such power interruption accidents and remove these hidden dangers affecting the safe and stable operation of the power grid, ensuring that the entire city’s power grid, especially the Asia-related power grid, has a good operating environment.
Zhong Jianping emphasized that we must firmly establish the concept that "Establishing a Safe Power Grid" is equivalent to creating a safe Asian Games, and take extraordinary measures to fully guarantee the power supply for the Asian Games without any mistakes.
According to Zhong Jianping, based on the current situation, major power grid accidents caused by external destruction mainly result from illegal tree planting under power lines, illegal constructions, and illegal construction operations. Solving these issues will reliably ensure the prevention of major power grid accidents. Therefore, various places should implement the rectification of illegal tree planting, illegal constructions, and illegal construction operations under power lines as important content of the "Establish Safe Power Grid." According to the work arrangements, the city conducted its first concentrated rectification action from April to July this year, focusing on solving these problems. After four months of rectification, some results have been achieved, including price adjustments for 90-octane gasoline in Yangchun. Additionally, for illegal constructions and engineering projects that may pose safety threats to transmission lines, the power supply department has strengthened inspection and supervision. Relevant departments need to closely cooperate and take effective measures to carry out rectifications, truly eliminating potential safety hazards at the bud stage.
Zhong Jianping stressed that most power facilities and equipment are located in the wild and remote areas, making them very susceptible to theft and destruction. In response, various regions and departments in Guangzhou actively innovate preventive measures. Specifically, the power supply department plays a leading role while the comprehensive management and public security departments closely cooperate to establish a complete long-term comprehensive management mechanism. To ensure the safety of power facilities, Guangzhou explored and piloted a corporate-local joint defense model, implementing localized management of power facilities. Village governance and security committees established line protection teams funded by the power supply department to protect power facilities within their jurisdiction. Statistics show that since the start of this year, among the 243 villages implementing this model, 163 have achieved zero cases. Practice has proven that this mass prevention and governance model is highly effective, and various levels of the power supply department will work with various levels of the comprehensive management department to further increase promotion efforts; strengthening technical prevention construction for transmission and transformation facilities and equipment is the development direction to ensure power grid safety. The power supply department organized specialized forces to tackle cable pits, distribution rooms, and distribution line anti-theft technologies. Currently, a batch of independently developed anti-theft technologies is being rapidly promoted; further improving the reward reporting mechanism, providing timely substantial rewards to the public who offer key case-breaking clues, and further strengthening publicity and education to fully mobilize the enthusiasm of the masses, fostering a good atmosphere for combating crime.
Since the beginning of this year, various regions and relevant departments in Guangzhou have combined with key regional security rectifications, "people-house-car-parking lot" rectifications, "sword edge" actions, etc., to comprehensively clean up and rectify scrap metal recycling stations, focusing on investigating unlicensed operating stations, and persistently cracking down on electricity-related criminal activities. For those illegally purchasing power line materials, one investigation leads to one punishment. Those who should be penalized will be penalized, and those who should be shut down will be shut down. Operators suspected of crimes will be held criminally responsible, blocking the channels for criminals to sell stolen goods at the source.
According to Zhong Jianping, to ensure the flawless power supply for competition venues, the Asian Games City, and Asia-related locations during the Asian Games, each district and county-level city includes power facility protection work in the overall control system of the Asian Games society, formulating meticulous work plans to ensure the safety of power facilities during the Asian Games.
Zhong Jianping also stated that the Guangzhou Comprehensive Governance Office has studied and established an incentive mechanism for "Establishing Safe Power Grid" together with the Safe Power Grid Office. The establishment activity will be evaluated as an important part of the social security comprehensive management goal management responsibility assessment. Regions, departments, and individuals with remarkable achievements will receive certain rewards from Guangzhou Power Supply Bureau; those who fail to meet the assessment requirements will be punished according to the requirements of the comprehensive management goal management responsibility system.
