"I didn't expect the conditions of the township health center to be so bad," Peng Ruikang frankly admitted to the reporter. "When I first arrived, I really didn't know what to do. But, I believe in my own ability."

Peng Ruikang devoted himself wholeheartedly to the new work. Not only did he complete the tasks of his department, but he also had to face various patients like a general practitioner. With solid skills and outstanding performance, Peng Ruikang quickly gained recognition from everyone. Six months later, the county health bureau appointed him as the director of the health center.

After taking office, he began reforms, improving facilities and equipment, optimizing personnel structure. There were changes in the development of the health center: In 2007, the outpatient volume of the health center was more than 3,000 visits, generating business revenue of 600,000 yuan, with over 100 inpatients and only more than 10 surgeries; In 2008, the outpatient volume reached more than 7,500 visits, with business revenue reaching over 1.2 million yuan, 775 inpatients, and completing 163 surgeries of various types. Meanwhile, the fixed assets of the health center increased by more than 800,000 yuan, and the employees' salaries started to be paid on time and in full since Peng Ruikang took office, with many receiving training opportunities. By 2010, this health center alone had 8 practicing physicians.

In the grassroots, a good doctor can revitalize an entire health center. A relevant official from the Jiangxi Provincial Health Department introduced that most of the practicing physicians hired in recent years have become the backbone of their units, becoming famous doctors in the townships, thereby enhancing the service level of the health centers.

■ Hiring does not mean the end

Completing the recruitment plan and dispatching the hired physicians to township health centers does not mean the project is successfully completed. How to manage and use the hired physicians well, and ensure they fully utilize their talents and abilities, is the key to the success of the project, said a relevant official from the Jiangxi Provincial Health Department.

In Jiangxi, these practicing physicians receive a central government subsidy of 20,000 yuan per person annually for five years, a provincial government subsidy of 10,000 yuan per person annually, and are included in the management system of township health centers.

In addition to ensuring benefits, there will also be policy-based care. The official introduced that all places fully trust, train, and boldly promote those who perform outstandingly and have strong management capabilities during their work. Since the implementation of the project, dozens of hired physicians have been appointed as directors or deputy directors of township health centers.

To be realistic, currently, the total number of health technicians in township health centers in Jiangxi is insufficient, the management system and mechanism are not yet perfect, college graduates cannot go down or stay, and there is still a shortage of talent in remote mountainous areas.
