Wordpress Database Chinese Patch Plugin

Many times, after entering content into an English plugin and saving it, we find that Chinese characters all turn into "?" or other garbled characters.

After some testing, it was discovered that running this plugin once, then installing other plugins, results in immediate proper support for saving Chinese characters, regardless of the language they are based on.
