VIII. Construction plan
1. Preparations for construction
(1) Personnel
The construction team will establish corresponding organizations according to the construction project requirements. Responsibilities are clear for the project manager, technical director, safety officer, quality inspector, etc. Main operators must be skilled workers with rich experience. All personnel entering the site must receive safety and civilized construction education organized jointly by both parties before commencement.
(2) Site
The construction site must be ready for work, including water and electricity supply, removal of obstacles such as tree branches close to walls and grape trellises of individual residents, prohibition of placing any items on window sills and outdoor air conditioners of residents.
(3) Construction machinery, tools, and supplies preparation, which should be ready before the specified start date and in a standby state (putty, paint, and other engineering consumables can be delivered in batches according to the schedule and progress), and construction equipment should have a "Safety Inspection Certificate".
(4) Sample building
Before construction, a sample building should be made according to design requirements, evaluated by the construction and supervising units, and used as a basis for acceptance.
2. Process flow
Anti-rust treatment of outdoor air conditioning brackets - handling of cracking, powdering, peeling, cracking, hollow drumming, rust stains, etc. on exterior walls - roughening of exterior walls - cleaning of base layers - repair of base layers - sanding - full scraping of putty - sanding - brushing of primer - local supplementation of putty - sanding - brushing of topcoat
3. Construction operation methods
(1) Pre-treatment of outdoor air conditioning brackets and remaining screws
Before existing wall coating construction, first remove rust from the surface of the air conditioner bracket, clean it with sandpaper until smooth and glossy, then apply rust-proof paint; secondly, perform rust prevention on the cutting surfaces of expansion screws left after the removal of security railings, and patch the cutting points with putty.
(2) On the basis of careful and thorough checks, take corresponding measures to handle cracking, blistering, peeling, cracking, hollow drumming, rust spots, etc. on existing walls and coatings
A. Powdered walls (including paint film peeling): Remove peeled parts of the paint film and powdered layers, requiring no missed areas and complete removal of powdered layers. For particularly severe cases, other mechanical equipment can be used to assist in construction.
B. Wall cracks and fine cracks: Use putty or other materials for repair, then level with sandpaper after drying. For cracks and fine cracks exceeding 2 mm, grind into a V-shape first, then patch flat with elastic putty.
C. Hollow drumming: First cut it out, then remove dust and patch flat with putty.
D. Wall holes: For holes less than 3 mm below the base surface, use putty for leveling. For holes larger than 3 mm, use cement mortar for repair, then sand flat after drying.
E. Wall rust stains: Can be cleaned with weak acid solution, followed by high-pressure water flushing. Severely affected areas should be removed.
F. Treatment method for old walls with thermal insulation: For degraded conditions on insulated walls, remove all paint layers and then repair them flat without damaging the insulation layer.
G. Painting method behind air conditioning units and natural gas pressure regulating boxes: Sand first, then paint.
(3) Roughening treatment of base layer: After the above steps, roughen all old walls with sand wheels or wire brushes to enhance the adhesion of the repair putty.
(4) Apply exterior wall putty: Depending on the flatness of the base layer, apply one to two layers of exterior wall putty, sand smooth promptly after drying, avoiding wavy shapes or leaving sanding marks. Sweep away floating dust after sanding.
(5) Apply one layer of exterior wall anti-alkaline primer: Stir the primer evenly, dilute if necessary according to the product manual. Apply evenly, avoid missing areas or being too thick. Sand smooth after the primer dries.
(6) Apply two layers of exterior wall topcoat: Dilute the topcoat according to the ratio specified in the product manual and stir evenly. One person applies the paint evenly with a roller brush first, while another immediately uses a row brush to even out traces and splashes. Prevent penetration and dripping. Each painted surface should be done edge-to-edge in one go to avoid visible joints. After the first layer dries, apply the second layer.
4. Precautions
(1) Verify labels before using the paint and stir thoroughly, seal tightly after use.
(2) Paint color matching should be completed by the manufacturer or distributor to ensure consistency in the batch color. If color matching is required on-site, designated pigments and origins provided by the tenderer must be used according to the requirements and ratios, and must be mixed by a dedicated person.
(3) Pay attention to protecting the finished paintwork during construction to prevent contamination caused by crossover operations. If already painted walls are contaminated, they can be gently wiped with a clean damp cloth; severely contaminated areas should be repainted.
(4) Remove building number plates before construction.
(5) Keep mailboxes stationary when painting around them, ensuring neat joint lines without traces of old coatings.
(6) Rainwater downpipes and air conditioner drainage pipes should be painted the same color as the adjacent wall segments.
(7) Check weather forecasts before construction to avoid working just before rain.
(8) Clean and store painting tools properly after use.
(9) Pay attention to fire prevention during storage and use.
(10) Cover windows, unit doors, drainage areas, lawns with plastic or waterproof cloth, cover air conditioner outdoor units and natural gas pressure regulating boxes with waterproof covers, and remove coverings immediately after construction.
(11) Determine water usage and discharge based on specific drainage facilities before and after construction buildings, prohibit discharging wastewater onto lawns; clean up the site promptly after construction to keep it tidy.
5. Safety protection measures
(1) The construction unit must have high-altitude operation certificates. During construction, high-altitude workers must be physically healthy and well-rested to ensure no accidents occur during high-altitude operations.
(2) Inspect safety facilities and equipment according to high-altitude operation requirements before construction, do not take risks under potential safety hazards.
(3) Do not wear slippers, shoes with slippery soles, or high heels for high-altitude work.
(4) Strictly prohibit fire and smoking where solvent-based primers, topcoats, and thinners are stored and used.
(5) Equip necessary protective goggles, protective face shields, and safety helmets.
(6) Electrical wiring and lighting must be installed and connected according to electrician safety standards, strictly prohibiting random wiring.
(7) Regularly conduct safety education for all personnel on site.
(8) According to civilized construction requirements, set up construction signs, warning signs, and warm reminders.
IX. Other related requirements
1. Exterior wall coating manufacturers must possess ISO9001 quality system certification, China Environmental Label Product Certification, and effective quality inspection reports for the bidding brand products.
2. Other matters not covered shall follow the current national standards, and in the absence of national standards, follow the current industry standards.
