In response to the financial crisis, at the beginning of the year, the Nanchong Quality Supervision Bureau of Sichuan Province issued 27 measures for "preventing sliding and speeding up" to help the economic development in Nanchong. From November 25th to 26th, 2009, Hou Shixiong, the Party Secretary of the Organizing Committee of the Municipal Quality Supervision Bureau, led a team including Wang Taiguo, Director of the Inspection Bureau, to visit the Industrial Park in Nanbu County to check and guide the work, investigate and research the effectiveness of serving the local economy. They were accompanied by Liang Wei, the Vice County Magistrate of Nanbu County Government in charge of industry, and Mu Zhiyi, Director of the Quality Supervision Bureau.
In the industrial park, Mr. Hou's team carefully listened to the introduction from the office of the Nanbu County Industrial Park Management Committee about the planning and construction of the industrial park, the enterprises that have moved in, the scale of investment, the industrial layout, product quality, economic benefits, etc. The two parks, the Hexi Wenzhou Industrial Park and the Hedong Science and Technology Industrial Park in Nanbu County, are planned to cover an area of 30 square kilometers. Currently, nearly 40 enterprises have moved in, involving industries such as food and medicine, building materials and furniture, mechanical parts, silk textiles, packaging and printing, etc. A total investment of 2.6 billion yuan has been completed, with a production value of nearly 10 billion yuan and tax revenue reaching 700 million yuan. Mr. Hou praised the outstanding achievements made by the Nanbu County Party Committee and the government in drug investment promotion and industrial park construction, and visited enterprises such as Zhongyan Yinguang, Universe Home Textiles, Jilu Automobile, and Yuan'an Pharmaceutical in depth. He focused on checking the situation of the Quality Supervision Bureau in serving the local economic development, performing its functions and responsibilities, and strengthening the supervision of the park, and listened to the opinions of enterprises on the services provided by the quality supervision department.
At the enterprise production site, Mr. Hou required the enterprises to fully implement the "Several Opinions of the Provincial Government on Fully Promoting the Quality Revitalization Strategy", adhere to the policy of "Quality Revitalization of Counties and Enterprises", and uphold the concept that "Quality is produced, and brands are cultivated". They should strengthen process supervision, focus on key links, introduce advanced quality management methods, continuously improve the quality management level and product quality level of enterprises, win users with quality, occupy the market with quality, enhance efficiency with quality, cast brands with quality, optimize products, expand markets, strengthen enterprises, and solidify industries, constantly contribute to accelerating the local economic development and promoting the better and faster development of the local economy.
At the enterprise symposium, Mr. Hou required the Nanbu Quality Supervision Bureau to meet the requirements of "government satisfaction, enterprise welcome, public trust, and social praise", closely revolve around the "five cities" strategy proposed by the county government (board city, drink city, osmanthus city, fishing city, electromechanical city), make full use of the industrial park platform, rely on leading enterprises, OMRON temperature controller, do a good job in product research, quality planning, brand cultivation, technical support, standard service, safety guarantee and other management and service work, refine the 27 measures of the quality supervision department for "preventing sliding and speeding up" to specific points, implement them properly, and elevate them to guidelines. Strive to build a team of quality supervision personnel who are "politically qualified, disciplined, have good style, and have excellent business skills", continuously enhance the enthusiasm and initiative of helping enterprises and serving the local economy, and continuously play and improve the ability and level of promoting enterprise development and serving the local economy.
